Meira abre o cobro da auga, sumidoiros e lixo do quinto bimestre

The Meira City Council has given the green light to the collection of the tax for water, sewer, and waste services corresponding to the fifth bimester of the 2025 fiscal year, together with the water canon from the Xunta de Galicia. The approval was made by resolution of the mayor’s office dated October 27, 2026, according to the announcement published in the BOP Lugo no. 252, of November 3, 2026, section I, page 3. The text was signed by the mayor, Antonio de Dios Álvarez, and serves as a collective notification for all service subscribers.

The approved register includes four concepts that are issued in a single settlement to the taxpayers:

  • Tax for the provision of water services.
  • Sewer tax.
  • Waste collection and treatment tax.
  • Water canon from the Xunta de Galicia, passed through on the municipal bill.

The publication of the edict has the value of a collective notification under article 102 of Law 58/2003, of December 17, General Tax Law, and articles 23 and 24 of Royal Decree 939/2005, of July 29, which approves the General Collection Regulations. This means that individual notifications are not sent and that the announcement in the provincial bulletin suffices as formal communication for all interested parties.

One month to consult the register and two to pay

The announcement opens a public information period of one month starting from its publication in the BOP Lugo. During this time, any interested party may consult the contents of the register at the City Council Secretariat of Meira and present any allegations they deem appropriate.

In parallel, the voluntary payment period is already open, with these dates:

  • Start: October 27, 2026.
  • End: December 27, 2026.

Once this period has passed without payment, debts to the municipality will be demanded through the enforcement procedure, with the corresponding late payment surcharge and any costs incurred. In the specific case of the water canon, the lack of voluntary payment means that the amount will be claimed directly from the taxpayer via enforcement through the competent finance department of the Xunta de Galicia.

Appeals: reconsideration, contentious, or regional claim

Against the act of approving the register and against the settlements incorporated into it, there is a double path, which cannot be exercised simultaneously:

  • Appeal for reconsideration before the Mayor’s Office, within a period of one month from the day following the end of the public exhibition period of the taxpayer register.
  • Contentious-administrative appeal before the Contentious-Administrative Court of Lugo.

Regarding the water canon, its repercussion may be challenged via an economic-administrative claim before the economic-administrative body of the Autonomous Community of Galicia, within a period of one month from the notification.

Background: from the third to the fifth bimester

The Meira City Council has been publishing these tax rolls periodically in the provincial bulletin. The immediately preceding one, corresponding to the third bimester of the 2025 financial year, was approved by mayoral resolution on August 25, 2026, and published in the BOP Lugo on September 1, 2026, with a voluntary payment period running from August 25 to October 25 of that year.

The sequence shows a management by bimesters of the water billing cycle, such that each approval of the tax roll in turn activates the public exhibition, the voluntary payment period, and the opening of appeal deadlines. The text also recalls that the tax roll is approved within the framework of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, the reference standard for all municipal collection.

Why it matters to residents

For the subscribers of Meira, this announcement is the only official communication of the amount they must pay for water, drains, and waste for the fifth bimester of 2025, therefore it is advisable to review the settlement at the Secretariat before the objection period ends and to pay before December 27 to avoid surcharges and enforcement costs.
