MEF designa a Neyra López en el Consejo Directivo de la SUNAT

The Ministry of Economy and Finance (MEF) accepted the resignation of Ángel Daniel Casella D’Alascio and appointed Domingo Neyra López as its representative to the Board of Directors of the National Superintendency of Customs and Tax Administration (SUNAT). The decision was formalized in Ministerial Resolution No. 449-2026-EF/10, signed by Minister Elmer Cuba Bustinza and published on Monday, October 5, 2026, in the official newspaper El Peruano.

The Board of Directors is the governing body of SUNAT and, according to numeral 7.1 of article 7 of Law No. 29816, the SUNAT Strengthening Law, it is composed of four members: the National Superintendent, who presides over it; an official from the MEF; an official from the Central Reserve Bank; and the Deputy National Superintendent. The same regulation specifies that the representatives of the MEF and the Central Reserve Bank are appointed by the head of the entity, in this case, the Minister of Economy and Finance.

Casella D’Alascio had accessed that seat through Ministerial Resolution No. 229-2026-EF/10. The replacement is further based on Law No. 27594, which regulates the participation of the Executive Branch in the appointment and designation of public officials, and Law No. 31419, regarding suitability in access to public function, whose regulation was approved by Supreme Decree No. 053-2022-PCM.

What the resolution provides

The instrument consists of three articles:

  • Article 1: to accept the resignation submitted by Ángel Daniel Casella D’Alascio as a member of the SUNAT Board of Directors representing the MEF, “thanking him for the services rendered.”
  • Article 2: to appoint Domingo Neyra López as a member of the SUNAT Board of Directors, representing the Ministry of Economy and Finance.
  • Article 3: to send a copy of the ministerial resolution to SUNAT for the relevant purposes.

The regulation was issued in Lima on October 2, 2026, three days before its publication, and bears the signature of Minister Elmer Cuba Bustinza.

A seat at the top of SUNAT

The position now held by Neyra López is one of the four that make up the SUNAT Board of Directors, along with the National Superintendent, the Deputy National Superintendent, and the representative of the Central Reserve Bank. This is the formal channel through which the MEF participates in the management of the collection and customs entity, within a context of renewal of its executive leadership.

Background of the appointee

Neyra López already held a top-level position at the MEF: on September 18, 2026, he was appointed Director of the General Directorate of Public Revenue Policy of the Ministry of Economy and Finance through Ministerial Resolution No. 431-2026-EF/49, published in El Peruano on September 21, 2026. The new appointment incorporates him into the governing body of SUNAT, without the resolution published today detailing additional changes to the entity’s structure.

Impact

The change of the MEF representative on the SUNAT Board of Directors occurs at a time when the entity is defining its customs and tax policy guidelines. The departure of Casella D’Alascio and the entry of an official who until now directed the MEF’s public revenue policy point to greater coordination between the ministry and the tax administration in the management of collection and foreign trade.
