Environment endorses the waste plant in Camargo

The General Directorate of Environment and Climate Change of the Government of Cantabria has issued the environmental impact report that exempts from ordinary evaluation the incorporation of a construction and demolition waste (CDW) treatment facility at the plant of Servicios y Obras del Norte, S. A. (SENOR), in Camargo. The resolution, signed on 2 August by the Director General Alberto Quijano Alonso, was published on 13 August 2026 in the Official Gazette of Cantabria number 155, Environment and Energy section, with reference CVE-2026-6320.

The opinion, corresponding to file EIA SIMP.022.2025, was processed under Article 7.2 of Law 21/2013, of 9 December, on environmental assessment, which subjects projects in Annex II to simplified assessment, including waste recovery facilities not included in Annex I (group 9, letter b), according to Royal Decree 445/2023, of 13 June. The action follows the path of the resolution of 6 November 2019, which already issued an environmental impact report for waste management on the same plot (BOC of 11 December 2019), and of the authorization for the installation and operation of waste treatment of 15 January 2020. The new application from SENOR was registered on 24 July 2025 (number 2025GCELCE256113) and the simplified assessment began on 8 September 2025.

The project: recovering road milling

SENOR will adapt its bituminous mixture manufacturing plant, in the La Verde de Revilla de Camargo neighborhood, 11 kilometers from Santander, to recover material from the milling of asphalt pavement (EWC code 17 03 02), composed of aggregates and bitumens without tar, and reintroduce it into the manufacture of new mixtures. Figures from the file:

Annual volume of 8,000 tonnes: 5,000 generated internally and 3,000 received from third parties.
Treatment area of approximately 2,400 m², with two new stockpile surfaces totaling 925 m² (375 + 550).
Plot of 20,777 m² in which the current plant occupies 1,704 m² of built area, with a production capacity of 200 tonnes per hour.
Recovery operation R0507 (recycling of inorganic waste) and an estimated workforce of two people.

The stated objective is to eradicate uncontrolled dumping of CDW in Cantabria, reduce raw material consumption, and cut CO₂ emissions and waste transport.

Consultations: seven bodies respond

In the consultation phase, opened on 30 September 2025, seven of the eleven bodies and interested parties consulted responded:

Cantabrian Hydrographic Confederation: no observations if the preventive measures and the environmental monitoring plan are applied.
Directorate General for Industry, Energy and Mines and Directorate General for Public Works: no objections.
Directorate General for Culture and Historical Heritage: no objection, with archaeological control if remains appear during the works.
Directorate General for Urban Planning and Land Management: the intervention may be authorized directly by the City Council.
Camargo City Council: favorable, subject to perimeter tree planting and the treatment of runoff water with a decanter and hydrocarbon separator.

The Neighbourhood Board of Revilla de Camargo, ARCA, Ecologists in Action and SEO Birdlife did not submit a response within the deadline.

Conditions and validity

The endorsement is subject to compliance with the corrective measures set out in the environmental document and in the report itself: waterproofed floor slabs with a separate stormwater drainage network, waste admission control at the weighbridge with video surveillance, vegetation screen along the boundary with road CA-308, loading operations limited to daytime hours, and two annual measurement campaigns for settleable particles. The report, which shall not be subject to any appeal except for those that may be brought against the future authorization of the project, will lose its validity if the latter is not authorized within four years from its publication.

For Camargo, a municipality of 30,577 inhabitants on the Bay of Santander, the decision paves the way toward more local and circular waste management, with local labor and fewer debris trips by road. It also strengthens the C&D waste recovery network of Cantabria, which currently leaves areas such as the eastern part of the community without an adequate alternative.
