Medina de Pomar summons ten candidates for the municipal manager exam

The City Council of Medina de Pomar has approved the final list of admitted and excluded applicants, the appointment of the tribunal, and the date of the first exam for the selection process, under the labor personnel regime, for the vacant municipal manager position in the municipal staff. The decision is formalized by Mayoral Resolution of September 14, 2026, and published in the Official Gazette of the Province of Burgos number 178, of September 18, 2026, with the reference BOPBUR-2026-03969. Ten applicants have been admitted and only one has been excluded from the process.

Ten admitted and a single exclusion

The final list of admitted applicants consists of ten people, who will take the tests for the management position:

In the section of excluded applicants, there is a single candidate, Douglas Miguel Llanos Medina, removed from the process for failing to comply with basis 2.f) of the call. The resolution, signed by the mayor-president, Isaac Angulo Gutiérrez, is final in the administrative route.

The qualifying tribunal

The body that will judge the tests is designated according to the proposals of the corresponding organizations and the staff of the city council itself:

• President: Andrea Barrenechea Sáez, auditor of the City Council of Medina de Pomar.
• Secretary: Leticia Varona Alonso, secretary of the City Council of Medina de Pomar.
• First Member: Gemma López Tudanca, General Administration technician of the City Council of Medina de Pomar.
• Second Member: Amando Gutiérrez Maldonado, architect of the City Council of Medina de Pomar.
• Third Member: Alejandro Marijuán Álvarez, technical architect of the City Council of Medina de Pomar.
• Substitutes: Rubén Arranz González, secretary of the City Council of Villarcayo de Merindad de Castilla la Vieja, and Irene Martínez Sainz de Aja, auditor of the City Council of Villarcayo.

First exam on October 19

The first exercise will be held on October 19, 2026, at 11:00 AM, at the cultural center of Medina de Pomar, Calle Mayor number 68, postal code 09500. Applicants must carry identification documentation. The call for subsequent exercises will be made through publication on the corporation’s notice board and on the electronic headquarters of the City Council of Medina de Pomar.

Appeals and judicial route

Against the agreement, which is final in administrative proceedings, a claim may be filed before the Social Court of Burgos or the court corresponding to the interested party’s domicile, within two months from the day following notification, pursuant to Article 69 of Law 36/2011, of October 10, regulating Social Jurisdiction. Furthermore, the possibility of seeking judicial protection remains as long as the right has not prescribed, according to Article 59 of Royal Legislative Decree 2/2015, of October 23, which approves the revised text of the Workers’ Statute Law.

The position of municipal manager is a management post within the structure of the City Council of Medina de Pomar, therefore the selection of its holder conditions the ordinary management of the council. With ten candidates in the running and only one excluded, the process now enters its decisive phase: the exam on October 19 opens a series of tests that will culminate in the filling of a key vacancy in the municipal staff.
