Mazaleón approves its strategic grants plan for 2026-2029

The Mazaleón Town Council has approved its Strategic Grants Plan for the 2026-2029 period, the full text of which is published in the Official Gazette of the Province of Teruel number 152, of 12 August 2026 (notice no. 2026-2423, p. 22). The plan, of a multiannual nature, defines the aid lines that the town council may launch over the next four years and which associations, private entities and community groups in the municipality may apply for.

The document is based on Law 38/2003, of 17 November, the General Law on Grants, whose principle of transparency seeks to increase effectiveness and efficiency in the management of public grant expenditure and avoid overlaps between administrations. As the preamble recalls, the strategic plan is drawn up prior to the creation of the grants, in order to adapt the needs to be covered to the available resources.

A four-year plan with five aid lines

The provisions establish that the awarding of grants by the Mazaleón Town Council during 2026-2029 shall conform to the plan (Article 1), and its effectiveness shall be conditional upon the inclusion of appropriations in each year’s municipal budgets and upon the approval of the ordinances containing the regulatory bases (Article 2), always subject to the objectives of budgetary stability (Article 3). The plan, moreover, does not by itself generate any right in favour of potential beneficiaries (Article 4).

The areas eligible for grants are grouped into five lines (Article 6):

Social action: services for women, older people, young people, people with disabilities or who are dependent, and care for people at risk of social exclusion.
Culture: promotion of culture, traditions, musical activities, theatre, cinema, dance and the visual arts.
Sports: support for sports clubs and associations for activities, competitions and events.
Economic promotion: support for business projects that generate stable employment and for commercial and business associations.
Environment: protection and improvement of the environment, sustainable development goals and recovery of biodiversity.

Beneficiaries, funding and procedure

According to Article 5, the aid shall be granted by public call or direct award to private individuals or entities, with the aim of promoting activities of public utility or social interest. For each line, Article 7 sets out the implementation conditions:

Execution period: annual call.
Foreseeable costs: up to the maximum of the budget availabilities included in the budget approved.
Financing: with own funds, charged to the fourth chapter of the municipal budget.
Procedure: as a general rule, competitive selection; direct awarding is reserved for entities that appear by name in the budget.

Plan control and evaluation

Chapter VII of the document regulates monitoring: the Mayor’s Office will carry out control of compliance with the plan during its term (Article 8). Once the period has ended, before drawing up the next plan, the mayor may submit to the Plenary a report considering the degree of compliance, the effectiveness and efficiency of the grants awarded, and the conclusions and suggestions for the next Strategic Subsidies Plan (Article 9).

With this approval, Mazaleón organizes its aid policy for the next four years, an instrument that provides predictability and transparency to the calls that associations, clubs and entities of the municipality may request annually, ensuring that subsidy spending is oriented towards the objectives of social interest and local development set by the city council.
