Matalebreras definitively approves a loan of 600,700 euros

The Matalebreras City Council has definitively approved file number 2/2026 for the credit modification of the current Budget, in the form of credit generation/supplement, for a total amount of 600,700 euros. The decision, adopted by the municipal Plenary, is published in the Official Gazette of the Province of Soria, number 107, dated September 14, 2026 (reference BOPSO-107-14092026).

The agreement, signed by Mayor Pedro Ignacio Sebastián Calvo on September 7, 2026, becomes definitive as no allegations were presented during the public exhibition period, pursuant to article 169.1, by referral of 177.2, of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

Financing with treasury surplus

The modification is financed entirely from the treasury surplus. The file starts from initial credits of 117,200 euros and is expanded with a supplement of 483,500 euros, reaching a final total of 600,700 euros.

Compliance with the requirements of article 37.2, sections a) and b), of Law 39/1988, of December 28, Regulating Local Treasuries, developed by Royal Decree 500/1990, of April 20, has been accredited:

The specific and determined nature of the expenditure to be carried out and the impossibility of delaying it to subsequent financial years.
The non-existence in the expenditure status of the Budget of credit destined for that specific purpose.

Destination of funds

The extraordinary credit is distributed among eight budgetary applications, with the following amounts:

Well: 50,000 euros.
Machinery: 45,000 euros.
Other works: 100,000 euros.
Public roads: 85,000 euros.
Reservoir: 70,500 euros.
Cultural activities: 110,000 euros.
Cohesion fund: 13,000 euros.
Lighting: 10,000 euros.

The items for public roads, reservoir, lighting, and cultural activities concentrate the majority of the expenditure, in line with the works and services announced in the initial approval of the file.

Legal framework and appeals

The initial approval was adopted in an extraordinary and urgent plenary session on August 13, 2026, and the file was submitted for public information for fifteen days. Against the definitive agreement, interested parties may directly file a contentious-administrative appeal in the form and within the time limits established in articles 25 to 42 of Law 29/1998, of July 13, Regulating the Contentious-Administrative Jurisdiction, without its filing alone suspending the effectiveness of the challenged agreement.

The final approval of this budget modification allows the municipality of Matalebreras to have immediate liquidity to undertake investments in infrastructure and basic services, financed with its own resources and without resorting to debt, which strengthens the City Council’s management capacity for the current fiscal year.
