Matalebreras approves extraordinary credit charged to the treasury surplus

Initial approval of the budget modification

The Plenary Session of the Matalebreras City Council initially approved the credit modification file number 2/2026 of the current Budget, in the form of an extraordinary credit/budget supplement financed from the treasury surplus. The decision was adopted at an extraordinary and urgent session held on 13 August 2026 and was published on Monday 17 August in the Official Gazette of the Province of Soria, number 95, page 2802, in the Local Administration section.

The resolution was signed by the Mayor, Pedro Ignacio Sebastián Calvo, and constitutes the first formal step of a credit operation intended to provide the Soria municipality with additional resources to cover expenses that were not foreseen in the initial credits of the current budget.

The initial approval is based on the provisions of Article 169.1, by reference from Article 177.2, of the Consolidated Text of the Law Regulating Local Finances, approved by Royal Legislative Decree 2/2004, of 5 March. This regulation governs the situations in which municipalities may resort to extraordinary credit financed from the treasury surplus for general expenses, that is, with the surpluses accumulated in previous financial years.

The aforementioned Royal Legislative Decree 2/2004 establishes the framework under which local entities may modify their budgets in progress to cover needs that, due to their amount or nature, were not contemplated at the time of their initial approval.

Public information period and objections

From the day following the publication of the notice in the official gazette —that is, from 18 August 2026— a period of fifteen working days opens during which any interested party may:

  • Examine the complete file at the municipal offices of Matalebreras.
  • Submit any objections they deem appropriate.
  • Consult the documentation on the City Council’s electronic headquarters: http://matalebreras.sedelectronica.es.

Once this period has elapsed without any objections having been submitted, the agreement shall be deemed definitively approved without the need for further resolution.

Scope of the extraordinary credit

The file bears the internal reference of document number 1586 and was registered with the identifier BOPSO-95-17082026. This is a credit modification framed within Local Administration that directly affects the budget of the municipality of Matalebreras, a town located in the province of Soria, Castilla y León.
