Martos appoints two interim female civil servants for management and social services.

The Martos City Council has appointed two interim civil servants without a permanent post: a General Administration Technician and a Social Worker for the Social Services Area. The agreements, adopted by the Mayor’s Office through two resolutions signed in July 2026, are published in the Official Bulletin of the Province of Jaén number 155, of 12 August 2026, in its Local Administration section, under references 2026/3677 and 2026/3678.

Both edicts bear the signature of the Mayor-President, Emilio Torres Velasco, and are dated in Martos on 28 July 2026. They are issued in accordance with Article 62 of Royal Legislative Decree 5/2015, of 30 October, approving the consolidated text of the Law on the Basic Statute of Public Employees, a provision that requires official publicity to be given to the appointments of staff in local entities. The edicts occupy pages 12572 and 12573 of bulletin number 155, corresponding to Wednesday, 12 August 2026.

Profiles and resolutions

The two posts are filled on an interim basis under Article 10 of the consolidated text of the Law on the Basic Statute of Public Employees, in its sections 10.1.b) and 10.1.d). The appointed persons and their conditions are as follows:

  • Ana Pérez Cabello, ID number *6504, appointed by Mayoral Resolution 2327/2026, of 13 July 2026, interim civil servant without a permanent post as General Administration Technician, group A, subgroup A1.
  • Marta Teba Ortiz, ID number *4710, appointed by Mayoral Resolution 2536/2026, of 24 July 2026, interim civil servant without a permanent post as Social Worker for the Social Services Area, group A, subgroup A2.

Duration and effects

The appointment of the General Administration Technician is temporary in nature and will remain in force for a maximum of three years from the date of appointment, with the possibility of extension for one additional year. The Social Worker, for her part, has been appointed with effect from 27 July 2026, the date of her incorporation, until 27 April 2027, both inclusive.

Framework of interim employment

The figure of the interim civil servant without a permanent post allows local administrations to fill posts extraordinarily and temporarily when the circumstances provided for in basic state legislation apply. In this case, both profiles belong to group A of professional classification: subgroup A1, reserved for higher education qualifications, and subgroup A2, corresponding to mid-level qualifications, which requires specific qualification for the performance of the duties.

With these two additions, the Martos City Council ensures the continuity of two essential areas of municipal management: general administration and social care for residents. Publication in the official bulletin confers legal certainty on the appointments and guarantees the right of those concerned to be informed of the resolutions, within a regulatory framework that expressly limits the duration of this type of temporary employment.
