Martos excludes two lighting technician applicants due to lack of degree

The Martos City Council (Jaén) has approved the provisional list of admitted and excluded persons for the provision of one position as Theater, Cinema, and Television Lighting Technician, through a free-turn competitive examination. The resolution, signed by the mayor-president Emilio Torres Velasco, is published in the Official Gazette of the Province of Jaén number 167, dated August 28, 2026, pages 13076 to 13078.
Of the six applicants who entered the process, four have been admitted and two have been excluded for failing to present the required degree. Those affected have a period of ten business days to remedy the defect or submit any claims they deem appropriate.
Framework of the Call
The position, classified under Group C, Subgroup C1 of the civil service staff, is included in the council’s 2026 Public Employment Offer. The process is governed by Resolution number 2681/2026, of August 13, issued in accordance with the Sixth Base of the regulatory bases.
The bases were published in the Official Gazette of the Province of Jaén no. 62, of March 30, 2026; in the Official Gazette of the Junta de Andalucía no. 99, of May 26, 2026; and announced in the Official State Gazette no. 137, of June 5, 2026.
Provisional List of Admitted and Excluded Persons
After verifying compliance with the requirements of the Third and Fourth Bases, the provisional list is configured as follows:
- Admitted: María del Carmen Cantero Torres, Emilio León Medina, Francisco Manuel Rabadán Espejo, and Javier Rirsquez Cañada.
- Excluded: Rafael Cuestas Ortiz and Juan Carlos Sanjuan Albelda, both for cause (1) “failure to present required degree”.
Correction Period and Qualifying Board
Excluded applicants may correct the defect within a period of ten (10) business days starting from the day following the publication in the gazette. Once the procedure is resolved, a resolution with the final lists will be issued, and the location, date, and time of the first exercise will be set, which will be published in the gazette, on the municipal website (www.martos.es), and on the notice board.
The resolution also appoints the Qualifying Board, chaired by Antonio Caño Dortez (substitute, Ana Cabello Cantar), with members Fátima Fernández Pozo, Sara Tejero Escribano, and José Miranda Fuentes, and as secretary María Teresa Orta Rodríguez, along with their respective substitutes, for the purposes of abstention and recusal provided for in articles 23 and 24 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector.
The publication of this provisional list opens the rectification phase, a decisive step for the two excluded applicants, who may still join the process if they provide proof of the required qualification. The final result will determine the number of participants in the first exercise of the competitive examination to fill a specialized technical position in the scenic and audiovisual field of the municipality.
