Martorell grants sixteen IBI grants for families with insufficient income

The local government board of the Martorell City Council approved on September 14, 2026, the granting of 16 subsidies to promote the effective realization of the right to housing for families with insufficient income residing in the municipality, for a total amount of 2,962.43 euros. The agreement is published in the Official Gazette of the Province of Barcelona on September 22, 2026, under file 2150/2026 and with the official reference CVE 202610140813. The same session also resolved the calls for elderly people living alone and for single-parent families.

The Martorell City Council has the Regulatory Bases for subsidies to promote the effective realization of the right to housing for people residing in the municipality, published in the BOPB on March 28, 2019, and modified in the BOPB on March 25, 2022. The competence to resolve these grants corresponds to the local government board, in accordance with article 17.4 of the bases.

The file is based on the report issued on July 29, 2026, by the Coordinator of the Department of Social Welfare regarding the granting and denial of aid, and on the credit accreditation from the Intervention department to item 3012 23000 48000, destined for aid to families for the payment of taxes and fees from the 2026 municipal budget.

Income thresholds and aid amount

Families residing in Martorell who are owners, usufructuaries, or tenants of the home where they habitually reside and who, together with their cohabitants, have annual gross income equal to or lower than the following thresholds, may be beneficiaries:

• 1 person: 13,500 euros
• 2 people: 16,000 euros
• 3 people: 20,000 euros
• 4 people: 24,000 euros
• 5 or more people: 30,000 euros

The amount of the subsidy is equivalent to 75% of the net quota of the Property Tax (IBI) of the home that constitutes the habitual residence of the beneficiary family, with a limit of 200 euros per grant.

Sixteen approved grants and six denied applications

The granted aids, all in approved status, are distributed as follows:

• Twelve applications with the maximum amount of 200.00 euros: 2026-E-RC-2459, 2026-E-RC-2539, 2026-E-RC-2500, 2026-E-RC-2429, 2026-E-RC-2105, 2026-E-RC-3649, 2026-E-RC-2340, 2026-E-RC-2380, 2026-E-RC-4177, 2026-E-RC-2969, 2026-E-RC-2971 and 2026-E-RC-3258.
• 2026-E-RC-3832: 163.22 euros.
• 2026-E-RC-2977: 154.79 euros.
• 2026-E-RC-3440: 154.76 euros.
• 2026-E-RC-2093: 89.66 euros.

Regarding the denials, the agreement refuses six applications —2026-E-RC-1502, 2026-E-RC-2538, 2026-E-RC-1460, 2026-E-RC-3244, 2026-E-RC-3649 and 2026-E-RC-4832— for reason 7, failure to meet the requirements to be a beneficiary of the subsidy.

Obligations, control and deadlines

The agreement imposes various obligations on the beneficiaries and establishes control mechanisms:

• Persons who have accessed the aid as tenants to whom the owner passes on the IBI (Property Tax) must present the receipt justifying payment by December 30, 2026, at the latest.
• The Martorell City Council will verify, through the Barcelona Tax Management Agency (ORGT), that the totality of the tax corresponding to the subsidized fiscal year has been settled.
• The transfer of the dwelling or a change of address during the 2026 fiscal year will be grounds for revocation of the aid.
• The grant will be communicated to the National Grants Database (BDNS).
• Against the agreement, which exhausts the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal within two months.

In the same session on September 14, the local governing board approved 22 grants for people aged 65 or older living alone in Martorell (CVE 202610140814, file 2530/2026) and 37 grants for single-parent families (CVE 202610140815, file 2528/2026), with the same limit of 200 euros per beneficiary.

The agreement is signed by the mayor, Xavier Fonollosa Comas, in Martorell on September 15, 2026, and is notified through publication in the BOPB, on the municipal notice board, and on the institutional website.

These subsidies directly alleviate the tax burden of the households with the fewest resources in Martorell, as they reduce the net quota of the IBI of the primary residence by up to three-quarters. For the beneficiary families, the savings can reach 200 euros per year, a relevant amount in domestic economies with incomes equal to or less than 13,500 euros in the case of a single person.
