Martorell definitively approves the renovation of the Vila passage

The Martorell City Council has definitively approved the technical project for the renovation of the passage between Plaça de la Vila and Revall Street, with a contract execution budget of 232,611.38 euros (VAT included). The agreement, adopted by the local government board, was made public through an announcement in the Official Gazette of the Province of Barcelona on September 15, 2026.

The decision comes after the initial approval of the project, agreed upon in the local government board session on June 8, 2026, became definitive on July 31, 2026, as no objections were filed during the public exhibition period. The announcement is signed by the mayor, Xavier Fonollosa Comas, dated September 7, 2026.

Processing and public exhibition

The project was submitted for public information through announcements published, both on February 25, 2026, in the Official Gazette of the Province of Barcelona and on the Corporation’s notice board, for a period of thirty business days to allow for objections and suggestions to be formulated.

The public information period ended on July 30, 2026, without any objections or suggestions being presented. For this reason, and in accordance with the fourth section of the initial approval resolution, the approval of the project became definitive the following day, July 31, 2026.

The publication is made in compliance with article 38.2 of Decree 179/1995, of June 13, which approves the Regulations for Works, Activities, and Services of local entities.

Appeals against the agreement

The agreement, which is final and exhausts administrative remedies, allows for the following appeals, optionally and not simultaneously:

• Optional appeal for reversal, before the same body that issued the agreement, within a period of one month starting from the day after the publication of the announcement.
• Direct contentious-administrative appeal, within a period of two months from the day following publication, before the Contentious-Administrative Section of the Court of First Instance of Barcelona, according to Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction.

The renovation of this passage, which connects two central spaces of the municipality, represents an improvement of Martorell’s urban space and opens the door to the tendering of the works, with a direct impact on residents and merchants in the area.
