Marta Cabrera García-Conde, new Deputy Director of Intellectual Property

The Secretary of State for Culture has resolved, through the system of free appointment, the filling of the position of Deputy Director General of Intellectual Property, which is awarded to Marta Cabrera García-Conde. The appointment is published in the Official State Gazette (Boletín Oficial del Estado) number 222, dated September 8, 2026, by means of the Resolution of September 4, 2026 (official reference: BOE-A-2026-18774).

The public call to fill the position had been announced by Resolution of August 3, 2026, published in the BOE on August 10, in accordance with article 20.1.b) and c) of Law 30/1984, of August 2, on Measures for the Reform of the Civil Service, and article 127 of Royal Decree-Law 6/2023, of December 19. The resolution, which exhausts administrative remedies, is signed by the Undersecretary of Culture, María del Carmen Páez Soria, by delegation of the Secretary of State (Order CLT/1527/2025, of December 23).

The awarded position

The position is part of the Directorate General of Cultural Rights of the Ministry of Culture, based in Madrid. Its remuneration and level characteristics are as follows:

• Specific supplement: 30,436.00 euros.

The appointee

Marta Cabrera García-Conde belongs to the Higher Body of State Civil Administrators, with group/subgroup A1, and comes from the Ministry of Culture itself. The resolution certifies compliance with the provisions of article 4.3 of Order TDF/379/2024, of April 26, as well as fulfillment of the requirements and specifications demanded in the call and the suitability for the performance of the position, according to the assessment carried out by the designated expert advisors.

The regime for taking possession of the new destination shall be that established in article 48, to which article 57 refers, of Royal Decree 364/1995, of March 10, which approves the General Regulation for the Entry of Personnel into the service of the General State Administration.

Relevance of the position

The Deputy Directorate General of Intellectual Property is the body responsible for the management of copyright and intellectual property in Spain, a field that directly affects creators, publishers, management entities, and digital platforms. Filling the position by free appointment, with level 30 and a specific supplement of 30,436 euros, reflects the strategic relevance of this unit within the State’s cultural policy.

The resolution, which exhausts administrative remedies, may be appealed within two months before the Central Contentious-Administrative Courts, or optionally by means of a motion for reconsideration within one month before the same body that issued it.
