Marchena appoints five Local Police officers on secondment

The Marchena City Council has agreed to the temporary appointment, via secondment, of five Local Police Officer positions as shift leaders, through Mayoral Resolution No. 2948/2026, dated August 25, 2026. The decision, adopted by the Mayor-President María del Mar Romero Aguilar, is published in the Official Gazette of the Province of Seville No. 171, dated Thursday, September 3, 2026, pages 124 to 126, with reference BOP-SE-2026-171020.
The measure responds to the necessity report from the Chief Inspector of the Local Police, which emphasizes the convenience of each of the five workgroups having an officer category as the commanding and responsible figure of the service. These positions, approved in the 2025 Public Employment Offer, did not foresee the incorporation of civil servants in the short term, so it has been decided to fill them temporarily while their definitive provision is processed.
A selection process by merit competition and interview
The appointment is based on a temporary provision procedure initiated with Resolution No. 1305/2026, dated April 23, which approved the bases and the call for applications, published in the BOP of Seville No. 79 on April 27, 2026. This was followed by Resolution No. 1809/2026, dated June 10, with the provisional list of admitted and excluded candidates (BOP No. 112, June 12), and Resolution No. 2470/2026, dated July 22, with the final list (BOP No. 142, July 24).
The qualifying tribunal held the merit competition and interview on August 13, 2026, and its minutes were published on the notice board the following day. After the correction period, between August 17 and 19, with no allegations or claims, the proposal automatically became final according to the scoring order.
The five appointed officers
The designated civil servants, belonging to the Special Administration scale, Special Services sub-scale, Local Police class, are as follows:
- Ramón López Ramírez
- Óliver Tovar Urbina
- Antonio Melero Suárez
- Samuel Ponce Martín
- Yvonne Gecrken Conesa
Duration and legal framework
The appointment, effective from August 25, 2026, shall have a duration not exceeding two years, in accordance with Article 55 of Law 6/2023, of July 7, on Local Police of Andalusia, which regulates secondments. The City Council must call for the positions for definitive provision six months before that period expires. The resolution is issued by virtue of the powers conferred by Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and is forwarded to the Comptroller, Treasury, and the Human Resources Unit.
The filling of these leadership positions reinforces the command structure of the Marchena Local Police and ensures that each service shift has a responsible officer, a key aspect for public safety and the correct functioning of the municipal staff while the definitive provision of the positions is resolved.
