Marchena calls for 27 street vending stalls for its street market

The Marchena City Council has announced a competitive bidding process for the awarding of 27 street vending authorizations in the municipal market, through Resolution No. 3084/2026, dated September 8, 2026. The call is published in the Official Gazette of the Province of Seville, number 177, dated September 11, 2026, with official reference BOP-SE-2026-177015.
The decision, adopted by the Mayor-President María del Mar Romero Aguilar and recorded by the Secretary María del Carmen Simón Nicolás, is in response to the termination of several authorizations due to repeated non-payment of fees and requests for cancellation, leaving numerous market stalls vacant.
Regulatory Framework and Background
The call is based on Art. 25.2.i) of Law 7/1985, of April 2, Regulating the Bases of Local Regime, and on Legislative Decree 2/2012, of March 20, which approves the Recast Text of the Street Trading Law. Additionally, articles 12, 13, 14, 15, and 16 of the Regulatory Ordinance for Street Trading of the municipality of Marchena are applied.
According to municipal accounting, six stalls have repeatedly defaulted on monthly fees, incurring grounds for termination pursuant to Art. 12.e) of the Ordinance and Art. 6.3 of the fiscal ordinance regulating the fee (BOP Seville No. 269, of November 20, 2014), which establishes that the non-payment of two monthly fees terminates the authorization. Four other stalls are terminated due to resignation, pursuant to Art. 12.c).
Terminated Stalls and Vacancies
The authorizations terminated due to non-payment correspond to the following stalls:
- Stall No. 17, 19, 20, 25, 26, and 42.

After resolving the cancellations, 27 stalls remain vacant, with measurements ranging from 6 to 10 linear meters, including numbers 7, 8, 9, 10, 11, 17, 18, 19, 20, 23, 25, 26, 28, 29, 30, 32, 34, 38, 42, 43, 44, 45, 46, 47, 48, 49, and 50. Their location is listed in Annex III (map) of the resolution.
Deadline and Award Criteria
A period of 15 calendar days, starting from the day following the publication in the BOP of Seville, is open to submit the application for participation in accordance with Annexes I and II of the resolution, at the City Council Registry or through the single window. The call will also be published on the municipal Electronic Notice Board and will be expressly communicated to interested applicants and holders of current authorizations.
The award shall be governed by the criteria of Art. 15 of the Ordinance, oriented toward the quality of the commercial activity, sectoral planning, the prestige and security of the street market, with a scale declared under the responsibility of the applicant and verifiable by the administration. Authorizations shall be granted by Mayoral Decree, after consulting the Municipal Commission for Street Trading, and the procedure will generate a waiting list to fill vacancies until the next call for applications. The maximum period for resolution shall be three months from the end of the submission period.
Impact on local commerce
The call for applications represents an opportunity for local merchants and vendors who had shown interest without response to date, and allows for the reorganization of a street market affected by non-payments and cancellations. The resolution further warns that existing debts will be pursued through executive action, reinforcing control over the fulfillment of the stalls’ tax obligations.
