Marchamalo sortea 24 huertos municipales con la mitad reservada a pensionistas

The Marchamalo City Council has announced the awarding of 24 municipal leisure and self-consumption gardens for the 2026-2030 period, which will be distributed via public lottery among the admitted applications. The call is published in the Official Gazette of the Province of Guadalajara (BOP) number 200, dated October 20, 2026, and interested parties have only five business days to submit their request. The announcement is signed by the mayor, Rafael Esteban Santamaría, in Marchamalo on October 16, 2026.

Competitive bidding for 24 plots next to the Boulevard

The plots are municipally owned and are located in the park situated between Cigüeña, Lavanda, and Bulevar Castilla-La Mancha streets, with cadastral reference 2718301VL8021N0001ZF. The awarding is processed under a competitive bidding regime, and the procedure will be resolved by public lottery among all admitted applications.

According to the official text, the purpose of the service is to promote healthy values and sustainable environmental practices, as well as to provide occupation and distraction to those who lack other means to meet their leisure needs. The gardens are intended exclusively for agricultural cultivation and their production shall be for private consumption: under no circumstances may it be marketed as a surplus.

Five business days and electronic application

The submission period is five business days starting from the day following the publication of the call summary in the BOP. The planned procedures are:

  • Electronic submission of the official form (Annex I) through the Electronic Office of the Marchamalo City Council.
  • If electronic submission is not possible, delivery to the municipal General Registry or the registries provided for in article 16.4 of Law 39/2015.
  • Accompany with an authenticated photocopy of the DNI (ID) and a responsible declaration of compliance with the requirements.

Natural persons of legal age who are up to date with their tax obligations to the Marchamalo City Council may apply. Those who live with a user of the service and those who have been users for two consecutive periods are excluded, unless there are vacant plots. Once the deadline has passed, the provisional list of admitted and excluded applicants will be displayed for ten calendar days for claims and, once the allegations are resolved, the final list will be published.

Twelve gardens for pensioners and preference for those over 65

Half of the plots, twelve in total, are reserved for pensioner applicants, with preference within this group for those over 65 years of age. Additionally, those who have been garden users in the four immediately preceding years and are awarded a plot again will keep the same plot they had been cultivating.

The authorization is granted for four years, between November 1, 2026—or the date on which the award takes effect—and October 15, 2030. The awardee must provide a performance bond of 50.00 euros, and a six-month trial period is established during which the award may be revoked if the plot is not subject to effective agricultural activities.

Mayor’s resolution and appeal process

The resolution of the procedure corresponds to the Mayor-President and concludes the administrative process. An optional appeal for reversal may be filed with the Mayor’s Office within one month, or alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Courts of Guadalajara within two months.

The municipal regulation also establishes grounds for the loss of user status, including the lack of effective cultivation for more than two consecutive months during the season or serious non-compliance with environmental regulations.

The call for applications arrives with a very tight schedule: anyone wishing to apply for one of the 24 plots must gather the documentation and submit it in barely one week of business days, with a lottery as the sole distribution criterion and half of the gardens reserved for the municipality’s pensioners.
