Maracena begins the environmental assessment of phase 2 of the JIMESA urbanization

The Maracena City Council has agreed to initiate the environmental qualification process for the urbanization project of Phase 2 of Innovación 1, former UE-26 JIMESA, an urban development of neighborhood and environmental relevance that is now being submitted for public information. The decision was adopted by the Local Government Board in an ordinary session held on September 3, 2026, and is published in the Official Gazette of the Province of Granada number 178, dated September 15, 2026, with reference BOP-GRA-2026-178013.

The announcement, signed by the mayor-president, Mr. Carlos Porcel Aibar, reports the agreement by which the environmental qualification of the project is initiated, drafted by Luis Gustavo García Camacho García on December 24, 2025, in accordance with article 192.7 of the General Regulation of the Law for the Promotion of Territorial Sustainability of Andalusia (RGLISTA).

An environmental process in full regulatory transition

The environmental qualification is processed in accordance with article 29 of Law 21/2013, of December 9, on environmental assessment, and article 13 of Decree 297/1995, which approves the Environmental Qualification Regulation. The latter regulation was repealed as of June 20, 2026, by Law 2/2026, of March 12, for the Environmental Management of Andalusia, whose first transitional provision regulates the regime applicable to ongoing procedures.

The agreement contemplates several simultaneous actions to ensure participation and the rigor of the procedure:

• Publish the documentation comprising the urbanization project on the City Council’s notice board for 20 days.
• Submit inquiries to the affected public administrations, forwarding the project and the environmental document (environmental qualification annex).
• Personally notify the resolution to the owners of the lands included in the affected area and to those adjacent, in accordance with article 46 of Law 21/2013 and article 44 bis of Law 7/2021.

Consultations with the involved administrations

The project will be sent to the bodies with competencies over the area of action so that they may issue a report on matters within their jurisdiction:

• Guadalquivir Hydrographic Confederation
• Ministry of Defense
• Territorial Health Delegation

In the event that the action is subject to substantive authorization by another public administration, the documentation will also be forwarded to them for the issuance of the corresponding report.

Period for allegations and access to documentation

The file is subject to public consultation for a period of 20 days, starting from the day following the publication of the announcement, so that those who may be interested may appear and submit as many allegations, suggestions, or claims as they deem appropriate. The documentation will be available to interested parties on the City Council’s electronic office (maracena.sedelectronica.es) and may be examined at the municipal offices during the aforementioned period.

The announcement shall serve as notification to interested parties in the event that personal notification of the hearing process cannot be carried out. Since this resolution is a procedural act that does not decide the merits of the matter, no appeal shall lie against it, in accordance with Article 112 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The opening of this process represents a decisive step for the planning of an urban area with a long history in Maracena, the former UE-26 JIMESA, whose development directly affects neighbors and adjacent properties. Citizen participation during the 20 days of public consultation will be key to ensuring that the Phase 2 urbanization project complies with current environmental regulations and the expectations of the municipality.
