Maracena annuls the designation of instructor and secretary for sanctioning proceedings

The Maracena City Council has nullified the appointment of the instructor and the secretary for its sanctioning procedures and urban legality protection procedures. The measure was adopted through Mayoral Resolution No. 2026-2659, dated September 3, 2026, and was published in the Official Gazette of the Province of Granada No. 185, on Thursday, September 24, 2026, with the official reference BOP-GRA-2026-185018. The announcement is signed by the mayor-president, Carlos Porcel Aibar, in Maracena on September 16, 2026.
The resolution annuls Mayoral Resolution No. 2026-1288, published in the Official Gazette of the Province No. 84, on May 5, 2026, which had appointed the instructor and the secretary for those same procedures. Nearly four months elapsed between the publication of that appointment and its revocation, a period during which the processing of municipal files regarding urban discipline relied on the now-suppressed designation.
The published text is limited to nullifying the previous appointment and ordering its publicity “for general knowledge.” The announcement does not include the appointment of substitutes or a reassignment schedule, meaning that the instruction of the affected procedures remains pending a new appointment by the competent body.
What is annulled and what remains pending
The resolution affects the two positions that support the instruction of an administrative file: the instructor and the secretary. As their appointment is nullified, the open procedures lose the individuals responsible for driving the processing, conducting evidence, and formulating resolution proposals.
The agreement is issued from the Urban Planning area of the Maracena City Council and is published under the Local Administration heading of the provincial gazette. The annulment is not accompanied, in the same announcement, by a new list of appointments to cover the suppressed functions.
The three blocks of affected files
The revoked appointment covered three types of municipal procedures:
- Sanctioning procedures regarding urban planning.
- Procedures for the protection of urban legality.
- Procedures for the restoration of the disturbed legal order.
All three shared an instructor and secretary according to the text of the now-annulled resolution, meaning the revocation simultaneously affects all of the municipality’s urban discipline activity.

The announcement is inserted in the Local Administration section of the Official Gazette of the Province of Granada no. 185, corresponding to Thursday, September 24, 2026, and occupies page 122 of a total of 132 pages of the issue. Publication in the provincial gazette is the channel through which the Maracena City Council publicizes the agreement “for general knowledge.”
With the designation rendered void, the processing of sanctioning files and the restoration of urban legality remains pending the Council’s approval and publication of a new designation of instructor and secretary. Until then, procedures already initiated lack the single-person bodies that the previous resolution had assigned to them.
