The Regional Ministry of Finance, Justice and European Affairs has resolved the free appointment procedure for the position of Director of the Juvenile Criminal Responsibility Center «Casa Juvenil de Sograndio» (CG 4020) in favor of María del Carmen Pérez Ruiz. The decision is formalized in the Resolution of October 6, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) no. 198, of October 13, 2026, with official reference 2026-08237 and file RRHH/2026/7382.
The position became vacant following the resignation of the previous holder, Aida Rodrigo Norniella, whose termination was agreed upon by Resolution of August 26, 2026 (BOPA no. 168, of August 31, 2026, reference 2026-07237). Rodrigo Norniella had been appointed to the position by Resolution of June 20, 2025 (BOPA no. 124, of June 30, 2025).
A call with a single candidacy
The position was announced via Resolution of August 28, 2026, from the same Ministry (BOPA no. 169, of September 1, 2026, reference 2026-07298), with a application submission period of twenty business days and a maximum resolution period of two months.
According to the background of the now-published resolution, only one candidacy was submitted within the deadline, which met the participation requirements demanded in Annex I of the call and in the current Job Position Catalog.
On October 5, 2026, the Deputy Minister of Justice issued the suitability report prior to the appointment proposal, after analyzing the application and applying the criteria established in the call:
- Experience in the management of centers for the execution of judicial measures or child protection.
- Experience in the organization, direction, and planning of programs aimed at children and adolescents, especially minors with judicial measures imposed by the Juvenile Section of the Courts of First Instance.
- Training in organization, direction, and planning programs linked to judicial measures for minors or the protection of children and adolescents.
The position profile and its functions
The role is a singularized employment relationship position, assigned to the Deputy Ministry of Justice, with destination supplement 26, specific supplement C, and PEN/PEL/TOX supplements, and is filled by free appointment. Its territorial scope is the municipality of Oviedo, and the participation requirements demand affiliation with the Administration of the Principality of Asturias, group B, and the category of Intermediate Degree Holder.
The functions are specified in Decree 40/2006, of May 4, which approves the Regulation of Organization and Operation of specific centers for the execution of custodial measures for minors and young offenders, and particularly in its article 14:
- Coordination of staff and management, coordination and supervision of the organization of the center’s services.
- Administration and management of the center’s economic resources and submission of reports and proposals to the competent Department.
- Exercise of the guardianship of the interned minors and youths and guarantee of their rights.
- Granting of permits, authorization of exits, communications and visits, and decision on internal separation in accordance with Organic Law 5/2000, of January 12.
- Initiation and resolution of disciplinary proceedings and transfer of filed appeals to the judicial authority.
Regulatory framework and effects of the resolution
The resolution is based on article 16.d) of the Law of the Principality of Asturias 2/2023, of March 15, on Public Employment, which grants ministers the competence to award freely appointed positions following a public call, and on article 65 of the same regulation, which reserves center director positions for this system due to characteristics of special responsibility and trust. Furthermore, article 80 of Royal Legislative Decree 5/2015, of October 30, article 39 of the V Collective Agreement of the labor personnel of the Principality, and Decree 22/1993, of April 29 are invoked.
The resolution exhausts the administrative route and orders its publication in the BOPA, notifying the General Directorate of Public Employment; the deadlines of article 18 of the cited regulation are calculated from that publication. A lawsuit may be filed against it before the Social Section of the Courts of First Instance based in the Principality of Asturias within two months. The document is signed in Oviedo, on October 6, 2026, by the Minister of Finance, Justice and European Affairs, Guillermo Peláez Álvarez.
The appointment closes, in less than two months, the handover in the management of the only Asturian detention center for juvenile offenders, a management position with competencies over the guardianship, permits, and discipline of the inmates. The stability of that management conditions the execution of the judicial measures issued by the Juvenile Section and the daily operation of the juvenile justice system in Asturias.
