Manuela Chica García, new head of Social Services in Jaén

The Vice-Ministry of Social Services, Families and Equality of the Regional Government of Andalusia (Junta de Andalucía) has awarded, through the free appointment system, the leadership of the Social Services Management Service of the Territorial Delegation of Jaén to the civil servant Manuela Chica García. The appointment is formalized by the Resolution of August 21, 2026, published in the Official Gazette of the Regional Government of Andalusia (BOJA) number 166, of August 27, 2026, in the Authorities and Personnel section.
The position, with code 19885810, had been announced by the Vice-Ministry itself through a resolution of July 31, 2026, published in BOJA number 151, of August 6, 2026. The resolution now being published resolves the call and designates the selected person, who appears in the annex of the document.
Regulatory Framework
The award is supported by Article 128 of Law 5/2023, of June 7, on the Public Service of Andalusia, and is processed in accordance with Article 82 of Decree 51/2025, of February 24, which regulates the planning and organization of public employment, as well as the entry, internal promotion, and provision of job positions for the personnel of the General Administration of the Regional Government of Andalusia.
The procedure is further based on Decree 196/2026, of July 30, which establishes the organic structure of the Ministry, and on the competencies attributed to the Vice-Ministry by the Order of February 18, 2025. The resolution is signed by the Vice-Minister, by virtue of delegation of signature, José Repiso Torres, dated in Seville, August 21, 2026.

According to the annex of the resolution, the awardee possesses the suitability, competencies, and necessary requirements for the performance of the position, as evidenced in the documentation provided and assessed in the proposal of the head of the management center to which the position is assigned. Assumption of Office and Appeals
The assumption of office shall take place within the periods established in Article 82.5, in relation to Article 74, of Decree 51/2025, of February 24. The resolution exhausts the administrative route, therefore, those who consider themselves affected may challenge it through two channels:
- Contentious-administrative appeal before the competent Contentious-Administrative Court, within two months from the day following publication.
- Appeal for reversal before the signing body, within one month from the day following publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The filling of this leadership position by free appointment strengthens the management of social benefits and services in the province of Jaén, a key area for citizen care within the framework of the social policy of the Junta de Andalucía. The appointment of Manuela Chica García to head the Social Services Management Service of the Territorial Delegation of Jaén guarantees the continuity and direction of the provincial mechanism responsible for channeling social aid and programs.
