Mancomunidad del Sur puts the non-hazardous waste landfill out to tender

The Mancomunidad del Sur has opened the public information period for the feasibility study of the concession contract for the public landfill service for non-hazardous waste and the network of transfer stations, processed as file 73/2026. The announcement is published in the Official Gazette of the Community of Madrid number 228, dated September 24, 2026, section III (Local Administration), page 214, with the reference BOCM-20260924-65. The opening of the procedure was agreed upon by Presidency resolution 2026-0316, dated September 23, 2026.

The file is part of the set of procurements whose processing the General Assembly of the mancomunidad delegated to its presidency through an agreement adopted in an ordinary session on May 19, 2026. The announcement is signed in Móstoles on September 23, 2026, by the president of the entity, Asensio Martínez Agraz.

The public exhibition complies with article 247.3 of Law 9/2017, of November 8, on Public Sector Contracts, which transposes European directives 2014/23/EU and 2014/24/EU into the Spanish legal system.

The object of the contract and its processing

The contract submitted for public information is the concession of the public landfill service for non-hazardous waste of the Mancomunidad del Sur, together with the associated network of transfer stations. The mancomunidad is the supra-municipal entity responsible for the management and treatment of urban waste in the south of the Community of Madrid.

Order 3770/2012, of December 13, had already granted the mancomunidad the administrative concession for the use and exploitation of public domain assets assigned to the domestic waste management service, including landfills and urban waste transfer stations.

One month of public exhibition and allegations

The procedure is open for a period of one month starting from the day following the publication of the announcement. During this period, any interested party may:

• Examine the feasibility study at the offices of the Mancomunidad del Sur.
• Submit any allegations they deem appropriate.
• Consult the documentation on the mancomunidad’s electronic headquarters and its Transparency Portal.

Background and financing of the service

The mancomunidad, composed of thirty municipalities, has provided the domestic waste management service since 2013. Its financing is structured through agreements and subsidies with the Community of Madrid:

• Agreement of July 24, 2026 with the Regional Ministry of Environment, Agriculture and Interior: a nominative grant of 2,306,743.27 euros to finance the 2026 domestic waste management and greenhouse gas costs (BOCM number 206, of August 29, 2026).
• Addendum of July 13, 2026 to the agreement with Gestión y Desarrollo del Medio Ambiente de Madrid, S. A. (GEDESMA), which regularizes the enabling title for the plants in Pinto and Villanueva de la Cañada.
• In the same BOCM number 228, the association of municipalities is listed with 14,135,994.69 euros in aid for the implementation of waste regulations funded by the European Union (NextGeneration EU) and with 85,658.11 euros in direct grants for 2025 waste management and collection expenses.

Impact on southern municipalities

The tender for the landfill and the network of transfer stations directly affects the municipalities of southern Madrid, which depend on these infrastructures for the treatment and disposal of their non-hazardous waste. The one-month period opens the door for city councils, residents, and interested entities to submit allegations before the association of municipalities definitively approves the file.
