Mairena opens the PROMOLIVA plan for allegations following its initial approval
Por FactBox Admin

The Mairena del Aljarafe City Council has initially approved the Interior Reform Plan within the scope of the PROMOLIVA Urban Transformation Action, a file accompanied by an Acoustic Study and a Health Impact Assessment. The decision was adopted by Mayoral Resolution No. 2026/0771, dated October 8, 2026, and published in the Official Gazette of the Province of Seville (BOP) No. 204, dated October 21, 2026, with official reference BOP-SE-2026-204011. The announcement opens a 20-day period for the submission of allegations and suggestions.
Who signs and what is approved
The announcement is signed by Ms. Marta Alonso Lappí, in her capacity as Vice President of the Municipal Urban Planning Management of the Most Excellent City Council of Mairena del Aljarafe, with an electronic signature date of October 15, 2026. The document specifies that the initial approval applies to the Interior Reform Plan of the PROMOLIVA area and that the file incorporates two environmental and health documents:
- Acoustic Study.
- Health Impact Assessment.
The drafting of both works was carried out by technicians Mr. Juan Carlos Muñoz Zapatero and Mr. José Julio Clemente Guerreiro, according to the published text. The action is promoted by the Mairena del Aljarafe City Council itself, which appears as the promoter of the file.
Twenty days to consult and object
The plan is subject to public information for a period of 20 days, starting from the day following its publication in the BOP. During this period, the file may be consulted at the headquarters of the Municipal Urban Planning Management, located at Plaza de las Naciones S/N in Mairena del Aljarafe, with the following service hours:
- Monday to Friday.
- From 9:00 to 14:00 hours.
Additionally, the documentation will be available on the transparency portal of the Municipal Urban Planning Management, accessible through the municipal electronic office (gmumairenadelaljarafe.sedelectronica.es). Allegations or suggestions must be submitted in accordance with the provisions of Article 14 of Law 39/2015, on the Common Administrative Procedure of Public Administrations, through the address enabled on that same electronic office.
Regulatory framework of the procedure
The announcement is issued in compliance with the provisions of Article 104 and by reference to Article 8 of Decree 550/2022, of November 29, which approves the General Regulation of Law 7/2021, of December 1, for the promotion of the sustainability of the territory of Andalusia (LISTA). This regional regulation is what frames the initial approval procedure and the public information process for urban planning instruments in Andalusian municipalities.
The published text does not detail the area of the scope, the number of planned dwellings, nor the remaining determinations of the plan, which must be consulted in the documentation deposited at the Municipal Urban Planning Management office and on the transparency portal during the exhibition period.
Impact for owners and neighbors
The initial approval of an Interior Reform Plan directly affects land owners and residents of the delimited area, who are provided with the formal channel to submit allegations before the instrument moves toward its final approval. The 20-day period starting from the day following the publication in the BOP is, therefore, the only administrative window for interested parties to incorporate observations into the document, including those relating to the two accompanying studies: the acoustic study and the health impact study. Those who do not submit allegations within the deadline will lose that opportunity in the municipal processing of the PROMOLIVA file.
