Madrid y Parkinson Madrid renuevan su colaboración para atender a personas mayores

The Community of Madrid, through the Department of Family, Youth and Social Affairs, and the Parkinson Madrid Association have signed an agreement for the care of elderly people affected by this neurodegenerative disease. The agreement was signed on September 8, 2026, and is published in the Official Gazette of the Community of Madrid (B.O.C.M.) number 236, dated October 3, 2026, within section I.D) Announcements, with the official reference BOCM-20261003-5. The text establishes a framework for collaboration in information, training, and awareness that entails no economic obligation for the regional Administration.

The agreement is signed by the counselor Ana Dávila-Ponce de León Municio, appointed by Decree 46/2023, of June 23, and the president of the association, José María Sáez Rodríguez, a non-profit entity registered in the Registry of Associations of the Community of Madrid under number 14,435. The Department acts under the protection of Decree 241/2023, of September 20, on organic structure, and Law 12/2022, of December 21, on Social Services of the Community of Madrid.

Parkinson’s disease is the second most frequent neurodegenerative pathology after Alzheimer’s, and its incidence and prevalence increase with age, affecting men more than women. It is estimated that there are approximately 160,000 affected people in Spain and 18,000 in the Community of Madrid. The agreement practically replaces the one signed on May 24, 2022, whose validity was extended until December 31, 2026, and its actions are framed within Axis 5, “Promotion of autonomy and prevention of dependency,” of the first Active Aging and Dependency Prevention Plan 2025-2027.

Commitments of the association

The Parkinson Madrid Association will be responsible for the management of information and training, with the following actions:

  • Enable a space on its website that links to information on dependency from the Community of Madrid portal.
  • Open a channel for questions and suggestions from interested persons, provided they do not require individualized professional care.
  • Provide annual in-person training aimed at social care professionals regarding dependency in the Community of Madrid and local entities, as well as for family members.
  • Provide the training resource “Valora el Parkinson” (Value Parkinson’s), developed by the Spanish Parkinson’s Federation (FEP), free of charge to the Community of Madrid for installation on the online training platform for public employees.
  • Provide annual training to interested family members through a professional from the association.

Commitments of the Community of Madrid

For its part, the Department assumes the following tasks:

  • Enable a link on the institutional website to the association’s page with information on universal accessibility, assistive products, and the promotion of personal autonomy.
  • Disseminate the training activities scheduled by the association for professionals and family members.
  • Provide training on the procedure for recognizing the situation of dependency and on the services and benefits of the catalog.
  • Increase visibility and raise awareness among the general population about the disease, in collaboration with the association.
  • Promote studies of common interest and the organization of workshops and conferences.
  • Disseminate the resources of the Escuela Madrileña de Salud and the Long-term Care School for the Elderly, and coordinate the competent regional bodies.

The agreement shall be valid for four years from its formalization, extendable by unanimous agreement for annual periods up to a maximum of four additional years. Its monitoring shall be the responsibility of a Monitoring Commission composed of two members from the Community of Madrid and two representatives from the association, which shall meet at least once per semester, with notices sent at least fifteen business days in advance.

The agreement is administrative in nature and is governed by Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and is excluded from the scope of Law 9/2017, of November 8, on Public Sector Contracts. Causes for termination include the expiration of the term without extension, mutual agreement, breach of commitments, and a judicial decision of nullity, none of which shall generate any compensation. Disputes shall be settled before the Courts of Contentious-Administrative Jurisdiction based in Madrid.

The agreement reinforces public support for an especially vulnerable group, that of elderly people with Parkinson’s in advanced stages, whose care falls largely on family members and caregivers. The collaboration between the regional Administration and the associative movement seeks to improve the well-being and quality of life of those affected and their environment in the region.
