Madrid and the Ministry extend the PIREP until December 31

The Official Gazette of the Community of Madrid (BOCM) publishes the fourth addendum to the agreement of the Program to Boost Public Building Renovation (PIREP), signed on 29 June 2026 between the Ministry of Housing and Urban Agenda and the Community of Madrid. The insertion is ordered by means of the Resolution of 3 July 2026 of the Directorate General for Heritage and Procurement, of the Regional Ministry of Economy, Finance and Employment, published in issue 194 of the BOCM, of Saturday 15 August 2026. The text extends until 31 December 2026 the execution deadline for the program’s works, financed with the Next Generation funds of the European Union.

The original agreement was signed on 9 March 2022 between the then Ministry of Transport, Mobility and Urban Agenda and the Community of Madrid, within the framework of the Recovery, Transformation and Resilience Plan (PRTR). The PIREP (investment C02.I05) has an allocation of 1,080 million euros at the state level, of which 480 million are transferred directly to the autonomous communities and autonomous cities. The addendum now published is the fourth modification of the agreement; the previous three were published in the Official State Gazette:

A new schedule for the works

The fourth addendum modifies, by mutual agreement, the sixth clause, “Financing and Deadlines”, of the 2022 agreement and sets the completion date of the works as 31 December 2026, replacing the deadline in force after the February addendum. The extension is possible because the CID37 milestone committed to the European Commission had already been met on 20 March 2026: 1,239,691 square meters rehabilitated, above the 1,230,000 required, with an improvement in energy efficiency of at least 30%. The European Commission, in its communication “The road to 2026”, allowed the autonomous communities to continue executing the planned actions until the end of the year. The addendum is signed by David Lucas Parrón, Secretary of State for Housing and Urban Agenda, and Juan Revuelta González, Deputy Minister of Finance and Civil Service of the Community of Madrid.

What changes in the regional renovation agenda

The text updates the tables in Annex I of the agreement, which set out the actions planned in the region. The aggregate figures for Madrid are:

EUR 68,582,400 from PIREP and EUR 26,742,207.35 additional from the Community of Madrid, up to EUR 95,324,607.35 in total.
Objective CID36 (phase 1, closed on 30 September 2024): 19,618 m²; total area to be rehabilitated, 98,379 m².
Objective CID37 (phase 2, closed on 31 March 2026): 78,470 m²; total planned area, 311,149 m².

The annex details dozens of interventions in municipalities in the region:

Elderly residences, such as the Alcorcón Elderly Residence and centers of the Madrid Agency for Social Care.
Hospitals and healthcare centers: Gregorio Marañón General University Hospital, Ramón y Cajal University Hospital, San Carlos Clinical University Hospital, the Provincial Rehabilitation Institute and specialty centers in Madrid.
Courts in Leganés, Collado-Villalba, Getafe, Alcorcón, Colmenar Viejo, Móstoles, Coslada, Fuenlabrada and Parla.
Secondary education institutes in Alcalá de Henares, Torrelaguna, Fuenlabrada and Colmenar Viejo, the Teatros del Canal and administrative headquarters of the Community.

Registration and effectiveness

According to the addendum, the agreement is perfected upon signature and will become effective once registered, within five business days, in the State Electronic Registry of Bodies and Cooperation Instruments of the State Public Sector, and will be published in the Official State Gazette within a maximum of ten business days. Its validity shall be the same as that of the original agreement, for six years extendable.

With this extension, municipalities, contractors and regional bodies gain room to complete the energy efficiency works without compromising European funds, in a program that mobilizes nearly 95 million euros in the region and affects dozens of public buildings used on a daily basis: health centers, courthouses, hospitals, residences and schools. Publication in the official gazette guarantees publicity and transparency of the full execution of the agreement.
