Madrid prorroga para 2027 siete convenios locales contra la violencia de género

The Community of Madrid has extended for the entire year of 2027 the collaboration agreements with seven local entities for the implementation of actions against gender-based violence and for the promotion of equal opportunities between women and men. The Minister of Family, Youth, and Social Affairs, Ana Dávila-Ponce de León Municio, signed the corresponding addenda with the representatives of the seven corporations, which the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID (B.O.C.M.) publishes in issue number 262, dated October 31, 2026, in section I.D of Announcements.

The addenda were formalized in two batches: those of the THAM Mancomunidad and the Tres Cantos City Council are dated September 25, 2026, while those of the 2016 Mancomunidad, Galapagar, Boadilla del Monte, Leganés, and the MISSEM Mancomunidad were signed on September 29, 2026.

The legal framework is common to all seven agreements. The tenth clause of each original agreement empowers the parties to extend its validity through an express agreement formalized before its expiration, in accordance with Article 49 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, for a maximum period of four additional years. The Minister acts by virtue of Article 41.a) of Law 1/1983, of December 13, and Article 3.2.a) of Decree 48/2019, of June 10, which regulates the contractual activity of the Community of Madrid.

Extension from January 1 to December 31, 2027

All addenda extend the validity of the agreements between January 1 and December 31, 2027, ratifying the objective and the obligational content under the same terms. The original agreements date from late 2022 and 2023:

  • THAM Mancomunidad (Alpedrete, Hoyo de Manzanares, Moralzarzal, and Torrelodones): agreement of December 17, 2022, already extended in 2024, 2025, and 2026.
  • 2016 Mancomunidad (twelve municipalities, including Ajalvir, Cobeña, Fuente el Saz de Jarama, and Talamanca de Jarama): agreement of December 1, 2022.
  • MISSEM Mancomunidad (Ambite, Campo Real, Loeches, Olmeda de las Fuentes, Pozuelo del Rey, and Villar del Olmo): agreement of December 5, 2022.
  • Tres Cantos: agreement of November 27, 2023.
  • Galapagar: agreement of November 30, 2023.
  • Boadilla del Monte: agreement of November 24, 2023.
  • Leganés: agreement of November 27, 2023.

The three mancomunidades, whose agreements date from 2022, exhaust with this extension the maximum of four additional fiscal years permitted by the tenth clause.

1.5 million euros and two spending programs

The joint amount of the seven extensions totals 1,503,266.50 euros, of which the Community of Madrid contributes 1,467,749.77 euros and the local entities contribute 35,516.73 euros. The breakdown by entity is as follows:

  • Leganés: 325,552.05 euros total; 315,314.27 charged to the Community and 10,237.78 to the city council.
  • THAM Association: 245,601.91 euros total; 243,044.49 from the Community and 2,557.42 from the association.
  • 2016 Association: 213,475.72 euros total; 210,997.93 from the Community and 2,477.79 from the association.
  • Boadilla del Monte: 198,555.39 euros total; 191,271.62 from the Community and 7,283.77 from the city council.
  • Tres Cantos: 185,429.07 euros total; 179,864.79 from the Community and 5,564.28 from the city council.
  • Galapagar: 185,429.07 euros total; 179,864.79 from the Community and 5,564.28 from the city council.
  • MISSEM Association: 149,223.29 euros total; 147,391.88 from the Community and 1,831.41 from the association.

In the cases of THAM, 2016 Association, and MISSEM, the addenda detail the distribution by program: the program against gender-based violence receives 213,713.83 euros in THAM, 184,604.08 in the 2016 Association, and 126,384.53 in MISSEM, while the equal opportunities promotion program receives 29,330.66, 26,393.85, and 21,007.35 euros, respectively.

The expenditure is allocated to item 46309, program 232 B, of the General Budgets of the Community of Madrid for 2027 regarding gender-based violence, and to item 46200 of the same program regarding equality. Awareness and prevention activities are financed by the State Pact Funds, and in Tres Cantos, Galapagar, Boadilla del Monte, and Leganés, the equality program is 40% co-financed by the ESF+ Operational Program 2021-2027 of the Community of Madrid.

Continuity of municipal care points

The funded objective includes the operation of the Municipal Point of the Regional Observatory against Gender-Based Violence, awareness and prevention of gender-based violence, other benefits and complementary aid, access to employment under equal conditions, health and culture activities, access to the information society, and the incorporation of the gender perspective in Local Administration.

The addenda are signed by the regional minister and the heads of each entity: Almudena Negro Konrad (president of the THAM Association), Jorge Amatos Rodríguez (president of the 2016 Association), Nélida Bernabé Vicente (president of the MISSEM Association), Jesús Moreno García (mayor of Tres Cantos), Carla Isabel Greciano Barrado (mayor of Galapagar), Francisco Javier Úbeda Liébana (mayor of Boadilla del Monte), and Miguel Ángel Recuenco Checa (mayor of Leganés).

The extension ensures that the municipal services for victims of gender-based violence in these seven areas—including four associations of municipalities grouping around twenty municipalities in the region—have stable funding during 2027 and prevents the interruption of prevention and equality programs in the next budget year.
