Por FactBox Admin

Madrid prorroga hasta junio de 2027 la atención psiquiátrica a menores migrantes

The Community of Madrid will maintain for six more months, until June 30, 2027, the psychiatric assessment and psychotherapeutic intervention program aimed at unaccompanied migrant minors and youth provided by the Asociación Dual. The Ministry of Family, Youth, and Social Affairs formalized the second extension addendum of the agreement on September 23, 2026, an agreement now published in the Official Gazette of the Community of Madrid (B.O.C.M.) no. 243, of October 12, 2026, with the official reference BOCM-20261012-10.

The original agreement was signed on November 30, 2023, between the Community of Madrid and the Asociación Dual, with an initial validity extending until December 31, 2025. Its thirteenth clause allows the parties to unanimously agree on extensions of up to four additional years, in accordance with article 49.h).2.º of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, provided they are formalized via addendum before expiration.

The first extension was formalized on April 29, 2025, and covered the period between January 1 and December 31, 2026. The now-published addendum constitutes the second extension and is justified, according to the text itself, by the fact that the service provided by the entity since the start of the agreement has been carried out “to full satisfaction and in strict compliance with the agreed conditions,” without any of the parties having submitted an express resignation.

A six-month extension and 83,155.98 euros

The total cost of the agreed collaboration for the period between January 1 and June 30, 2027, amounts to 83,155.98 euros, VAT exempt. The distribution of funding is fixed as follows:

  • Community of Madrid: 54,051.42 euros, equivalent to 65% of the total cost, charged to item 25401 of program 232F of the General Budgets of the Community of Madrid.
  • Asociación Dual: 29,104.56 euros, the remaining 35%, provided in human and material resources, covering personnel costs, facilities, goods, and supplies necessary for the provision of the service.
  • 2027 Annuity: six months of the program, with a total expenditure of 83,155.98 euros, VAT exempt.

Who the program serves

The purpose of the agreement is the psychiatric and psychotherapeutic care and intervention of three specific groups within the Madrid child protection network:

  • Unaccompanied migrant minors and youth integrated into residential care resources of the child protection network of the Community of Madrid.
  • Migrant youth formerly under the guardianship of the child protection services of the Community of Madrid.
  • Professionals of the child protection network of the Community of Madrid itself.

Who signs the addendum

The document is signed by the regional minister Ana Dávila-Ponce de León Municio, appointed by Decree 46/2023, of June 23, of the President of the Community of Madrid, acting by virtue of article 41.a) of Law 1/1983, of December 13, on the Government and Administration of the Community of Madrid, and article 3.2.a) of Decree 48/2019, of June 10, which regulates the conventional activity of the Community of Madrid.

On behalf of the entity appears Eduardo Sánchez Merino, president of the Asociación Dual, registered in the national registry of associations of the Ministry of the Interior by resolution of July 11, 2000. The addendum was signed in Madrid on September 23, 2026, and is registered under file number (03/15.640/26).

The extension guarantees the continuity, during the first semester of 2027, of a specialized mental health system for an especially vulnerable group: unaccompanied migrant minors and youths arriving in the region who are cared for by the child protection network. The agreement prevents an interruption in care during the change of the budgetary year and maintains the public-private collaboration model already tested in the previous two years, with the Community of Madrid assuming 65% of the cost and the social entity the remaining 35%.
