Por FactBox Admin

The Community of Madrid will extend, throughout 2027, the collaboration agreements with nine city councils for the implementation of actions against gender-based violence and for the promotion of equal opportunities between women and men. The addenda were signed on September 22, 2026, by the Minister of Family, Youth and Social Affairs, Ana Dávila-Ponce de León Municio, and by the mayors of the affected municipalities. Their content is published in the Official Gazette of the Community of Madrid (BOCM) no. 254, of October 24, 2026, in section I.D of announcements.
The nine announcements, with references BOCM-20261024-12 to BOCM-20261024-20 and spread across pages 98 and 115 of the gazette, extend the validity of each agreement «during the period between January 1 and December 31, 2027», ratifying its purpose and obligational content in all its terms. The legal authorization is the tenth clause of the agreements, which refers to Article 49 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, a regulation that allows a maximum of four additional years through an express agreement formalized before the end of the term.
The Minister signs by virtue of Article 41.a) of Law 1/1983, of December 13, on the Government and Administration of the Community of Madrid, and Article 3.2.a) of Decree 48/2019, of June 10, which regulates the regional agreement activity; her appointment took place by Decree 46/2023, of June 23. The mayors act in accordance with Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

The total amount of the nine extensions amounts to 1,947,152.80 euros, of which the Community of Madrid contributes 1,892,974.41 euros and the city councils contribute 54,178.39 euros. The breakdown by municipality, with the global amount and the municipal contribution, is as follows:

State Pact, 2027 budgets and European funds
The regional contribution to the Program against gender-based violence will be financed with the State Pact Funds, charged to item 46309 of program 232B of the General Budgets of the Community of Madrid for 2027. The item destined for the promotion of equal opportunities will be charged to item 46200 of the same program 232B.
Equality promotion activities will be 40% co-financed by the ESF+ 2021-2027 Operational Program of the Community of Madrid. In all cases, the formalization date of the addendum is that of the signature of the Community of Madrid.
Agreements signed between 2023 and 2024 and already extended twice
The original agreements were mostly signed on November 27, 2023 (Navalcarnero, Paracuellos de Jarama, Torrejón de Ardoz, and Mejorada del Campo) and November 30, 2023 (San Fernando de Henares, San Sebastián de los Reyes, and Villalbilla); Móstoles signed on December 5, 2023, and Velilla de San Antonio on December 4, 2024.
Eight of the nine agreements had already been extended for the 2025 and 2026 fiscal years, with agreements adopted in November and December 2024 and in September and October 2025; that of Velilla de San Antonio, due to its later signature, had only been extended for 2026, on September 24, 2025. These addenda are added to those published in the same month in the BOCM for other municipalities, such as Coslada (October 22), Parla, Pinto, and Rivas-Vaciamadrid (October 23).
The continuity of these agreements ensures that municipal services for victims of gender-based violence maintain the teams, programs, and resources financed by regional, state, and European funds in 2027, without interruption between budget years.
