Madrid extends the rural financial inclusion agreement with CaixaBank

The Community of Madrid will maintain financial services in rural municipalities of up to 5,000 inhabitants for another year thanks to the second extension of the agreement signed with CaixaBank. The addendum, signed on August 27, 2026, extends the collaboration from September 19, 2026, to September 18, 2027. The agreement is published in the BOCM number 224, dated September 19, 2026, section I.D Announcements, with the reference BOCM-20260919-2.

The original agreement was signed on September 19, 2024, between the Ministry of Presidency, Justice and Local Administration and the financial entity CaixaBank, with the objective of collaborating on the development of financial inclusion in the region’s rural municipalities of up to 5,000 inhabitants. Its sixth clause established a validity period of one year, ending on September 18, 2025, and allowed for its extension before expiration for annual periods by express agreement. The first addendum, signed on July 18, 2025, extended its effects until September 18, 2026.

The parties express their satisfaction with the collaboration developed during the validity of the agreement and the first extension, a period during which banking services were provided in accordance with the provisions of the agreement. Both commit to continuing it for one more year, maintaining the object, commitments, and obligations assumed in 2024 and in the 2025 addendum. The conventional activity of the Community of Madrid is governed by Decree 48/2019, of June 10, of the Governing Council.

An annual extension until September 2027

The first clause of the document agrees to the new extension of the agreement for a term of one year, effective from September 19, 2026, until September 18, 2027. The second clause establishes that the parties will continue to carry out the actions provided for in the articles of the agreement, aimed at ensuring the continuity of its object.

Maximum contribution of 250,000 euros

To execute the obligations derived from the addendum, the Ministry commits to making a financial contribution with the following parameters:

• Maximum amount: 250,000 euros.
• Financing: budget item 22809 of Program 942O, Territorial Rebalancing, of the General Budgets of the Community of Madrid for 2026 and 2027.
• Distribution by annual installments: 0 euros in 2026 and 250,000 euros in 2027.
• Payment: maximum period of fifteen days from the end of the addendum’s validity, subject to the submission by the financial entity of the Report detailing the activities carried out.

Who signs the agreement

The addendum is signed by two representatives:

• On behalf of the Community of Madrid, Miguel Ángel García Martín, Minister of Presidency, Justice and Local Administration, appointed by Decree 39/2023, of June 23, and acting in accordance with article 41.a) of Law 1/1983, of December 13, on the Government and Administration of the Community of Madrid.
• On behalf of the financial entity, Juan Antonio Peña Peña, Director of Institutions in Madrid for CaixaBank, S.A., according to power of attorney deed number 1349, of June 27, 2023.

The continuity of this agreement prevents banking exclusion for residents of the region’s smallest municipalities, who thus maintain access to basic financial services without the need to travel to larger towns. Furthermore, the extension consolidates the territorial rebalancing criterion through which the agreement is funded, by linking the expenditure to a specific budget program intended to correct inequalities between the rural and urban environments of Madrid.
