Madrid nombra a dieciséis registradores de la propiedad tras el concurso estatal

The Counselor of Presidency, Justice, and Local Administration of the Community of Madrid has signed the Order of October 13, 2026, by which 16 land, commercial, and movable property registrars are appointed with destinations within the regional territory. The provision is published in the Official Gazette of the Community of Madrid number 252, of October 22, 2026, section I.C) Other Provisions, pages 55 and 56, with official reference BOCM-20261022-11. The appointments fulfill the ordinary competition number 325, resolved by the General State Administration.

The call originated from the resolution of September 8, 2026, of the General Directorate of Legal Security and Public Trust of the Ministry of the Presidency, Justice, and Relations with the Courts, published in the Official State Gazette of September 14, 2026, which included vacancies located in the Community of Madrid. Through a resolution of October 2, 2026, the same management center resolved the competition and ordered its communication to the autonomous communities so that they could proceed with the appointments.

The regional competence derives from article 50.2 of the Statute of Autonomy of the Community of Madrid. The processing corresponds to the General Directorate of Human Resources and Relations with the Administration of Justice, according to Decree 229/2023, of September 6, which attributes the approval of the appointment to the head of the Department; the signature is delegated to the Vice-Counselorship of Justice and Victims by the Order of February 20, 2024. The act is issued in accordance with articles 513 and following of the Mortgage Regulation and is signed by the vice-counselor María del Carmen Martín García-Matos.

Sixteen destinations, four of them commercial

The appointments cover 16 vacant registries: four commercial registries in the capital, six land registries in Madrid, and six in municipalities of the region.

Profile: seven first-class holders and two second-class

By category, seven of the awardees belong to the first (the four commercial and three property registries of the capital), two to the second, and seven to the fourth. The ranking ranges from number 67 of Manuel Uña Llorens to 1030 of Borja Antonio Bustillo Jiménez, reflecting a combination of seniority transfers and access to positions by lower-ranking holders. Most come from registries outside the Community of Madrid, with origins in Llíria, Marbella, Torrevieja, Zaragoza, El Puente del Arzobispo, Monóvar/Monòver, Jarandilla de la Vera, and Piedrabuena, in addition to internal transfers from Navalcarnero, Getafe, Alcorcón, Torrelodones, and various Madrid registries.

Communications and appeal process

The order provides for the transfers to be carried out as regulatorily established through the General Directorate of Human Resources and Relations with the Administration of Justice. The text exhausts the administrative route: an optional appeal for reversal may be filed before the same body within one month from the day following its publication, or a contentious-administrative appeal within two months, without prejudice to any other appeal deemed appropriate. The administrative file is identified with the reference 03/16.656/26.

The coverage of these 16 positions directly affects the Madrid real estate and mortgage sector, as the mercantile and property registries are the mandatory gateway for the registration of sales, mortgages, and the incorporation of companies. The reinforcement of four mercantile registries in the capital and six property registries in Madrid is particularly relevant in a market with a high volume of operations, where the continuity of the holder determines the timing for the qualification and processing of notarial documents.
