Madrid tenders the coordination of the Active Aging Network for 1.07 million

The Regional Ministry of Family, Youth and Social Affairs of the Community of Madrid has put out to tender the contract for the “Coordination Service of the Active Aging Network of the Community of Madrid”. The Resolution of September 3, 2026, from the department’s Technical General Secretariat, published in the Official Gazette of the Community of Madrid (B.O.C.M.) number 222, of September 17, 2026, sets the base tender budget at 1,070,240.16 euros (VAT included) and a deadline for the submission of bids that expires on September 25, 2026.
Object and scope of the service
The purpose of the contract is to regulate the technical conditions, obligations, and activities that the successful bidder must assume for the technical advisory to the General Directorate for Elderly Care and Dependency. The service covers two main axes:
- The treatment of loneliness and the promotion of active aging and personal autonomy for older people.
- The coordination of all entities that make up the Active Aging Network of the Community of Madrid, referred to as the Regional Network.
The specifications define the service as a public service device for multidisciplinary intervention, oriented towards dissemination, training, information, and advisory. Its purpose is to promote and grow a network integrated by local administrations and other entities involved in the bio-psycho-social well-being of older people residing in the region, manage the knowledge generated within it, and raise awareness in Madrilenian society about problems associated with advanced age.
Figures, deadlines, and award criteria
The file number is 166/2026 (A/SER-021593/2026) and is processed via an open procedure with urgent processing, without division into lots or admission of variants. The economic and temporal data are as follows:
- Estimated value of the contract: 1,945,891.20 euros.
- Base budget: taxable base of 884,496.00 euros, 21% VAT (185,744.16 euros) and a total amount of 1,070,240.16 euros.
- Duration: 24 months, from November 1, 2026 to October 31, 2028, extendable for a maximum of two years in annual periods.
- Final guarantee: 5 per 100 of the award amount, VAT excluded; no provisional guarantee is required.
- Place of execution: province of Madrid (ES300).
The award will be resolved using a plurality of criteria: up to 49 points for the economic offer, 15 points for criteria automatically evaluable through formulas, and 36 points for criteria subject to value judgment. The CPV codes of the contract include development consultancy, social welfare for the elderly, guidance and counseling, administrative social services, and support for community services.
Submission of bids and opening
Proposals shall be submitted electronically through the Licit@ System, on the Public Procurement Portal of the Community of Madrid, until September 25, 2026. The documentation shall be distributed in three envelopes: administrative documentation, technical documentation relating to the value judgment criteria, and the economic proposal with the automatic criteria.
The opening of the envelopes will take place at 10:00 AM on October 9, 2026, via a remote meeting by videoconference using the Microsoft Teams application. Those interested in attending must identify themselves at least 48 hours in advance via email at contratacion@madrid.org. The announcement was sent to the Official Journal of the European Union on September 8, 2026, and the contract is subject to a special appeal in procurement matters before the Administrative Tribunal for Public Procurement of the Community of Madrid. The resolution is signed by the Head of the Procurement Division, Antonio Benito Martínez, by delegation of the Technical General Secretary (Resolution 464/2024, of January 25).
The contract does not have funding from European Union funds and the bids must be written in Spanish.
Impact for the elderly of the region
The tender transforms into a public contract a network that supports the institutional response to aging and unwanted loneliness in the Community of Madrid. With an estimated value of nearly two million euros and a horizon that can reach four years, the service provides technical structure and coordination to local administrations and entities that care for the elderly, a group for whom the articulation of resources is decisive in the provision of daily support.
