Madrid tenders the digital platform for business transfers

The Regional Ministry of Economy, Finance and Employment of the Community of Madrid has announced the tender for the service contract for the development, implementation, and maintenance of a digital platform for the transfer and succession of businesses in the region. The announcement is published via Resolution of August 14, 2026, from the Technical General Secretariat of the ministry, recorded in the Official Gazette of the Community of Madrid (BOCM) number 202, dated August 25, 2026. Interested companies may submit their bids electronically until September 15, 2026, at 11:59 PM.

The contract, processed by the Sub-directorate General for Economic-Administrative Management, responds to the need to facilitate the generational succession of businesses and freelancers in Madrid, connecting those who wish to transfer their business with potential buyers or successors. The initiative is part of the ministry’s activity as the regional authority on economic and financial matters and is not linked to European Union funds.

Economic data of the contract

The base tender budget amounts to 944,399.58 euros (VAT included), with an estimated contract value of 979,384.95 euros. The budget breakdown is as follows:

  • Taxable base: 780,495.52 euros.
  • VAT amount: 163,904.06 euros.
  • Total amount: 944,399.58 euros.

The duration of the contract is 20 months; division into lots or the submission of variants is not permitted, and the file reference code is A/SER-014219/2026.

Procedure and award criteria

The tender is processed through an open procedure with a plurality of criteria and ordinary processing. The evaluation of bids is divided between cost criteria and qualitative criteria:

  • Price criterion: up to 49 points.
  • Automatically evaluable qualitative criteria: up to 51 points.

The opening of economic proposals and automatically evaluable criteria will take place on September 24, 2026, at 10:00 AM. Pursuant to Article 157 of Law 9/2017, of November 8, on Public Sector Contracts, the opening boards will not be public, and the result will be published on the electronic notice board of the Public Procurement Portal of the Community of Madrid.

Submission of bids and appeals

Bids must be submitted electronically through the Public Procurement Portal of the Community of Madrid, in two electronic envelopes according to clause 11 of the Particular Administrative Clauses Document. Economic, financial, technical, and professional solvency shall be accredited in accordance with section 8 of the general characteristics table of the specifications. Regarding appeals, the competent body is the Administrative Tribunal for Public Procurement of the Community of Madrid, with a submission period of 15 business days, and the Contentious-Administrative Chamber of the High Court of Justice of Madrid for contentious-administrative appeals, with a period of two months. The prior notice was published in the Official Journal of the European Union on April 24, 2026, and the final notice was sent to said journal on August 14, 2026. The resolution is signed, substituting the Technical General Secretary, by the Deputy General Director of Legal Regime and Regulatory Development, Marina Serrano Álvarez.

This tender represents a significant step for the Madrid business fabric, by offering a public tool that facilitates the generational handover of thousands of SMEs and freelancers, a key challenge for business continuity and the preservation of employment in the Community of Madrid.
