Madrid formalizes assistive robotics in ten special education schools for 579,246 euros

The Department of Digitalization of the Community of Madrid has formalized the contract to implement a social assistive robotics and artificial intelligence solution in ten Special Education Centers. The Resolution of September 8, 2026, from the department’s General Technical Secretariat, orders the publication of the formalization in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID and in the contractor profile of the Community of Madrid Procurement Portal. The announcement appears in BOCM no. 221, of September 16, 2026, with the reference BOCM-20260916-43.
A technological pilot before extending it to the rest of the schools
The object of the contract is the implementation of an innovative solution based on social assistive robotics and artificial intelligence in ten schools in the region, prior to its inclusion in the remaining centers. The tool is designed to address the individual differences of students with special educational needs attending the Special Education Centers of the Community of Madrid.
According to the resolution, the objective is to conduct a complete and more exhaustive evaluation of the utility and effectiveness of this technology in the educational field, providing an adapted tool that facilitates the learning and integration of these students. The contract is processed as a service, of a mixed nature and without division into lots, under the reference number A/SER-050284/2025.
Direct award to a single bid
The procedure followed was negotiated without publicity, with ordinary processing, and no framework agreement or dynamic purchasing system was applied. The award was resolved on August 3, 2026, with a single bid received, submitted electronically by a small and medium-sized enterprise.
- Awarded company: Inrobics Social Robotics, S. L. L. (NIF B02955888), located at Avenida Gregorio Peces Barba, number 1, Leganés (Madrid).
- Taxable base: 478,716.00 euros.
- VAT: 100,530.36 euros.
- Total amount: 579,246.36 euros.
- CPV codes: 80000000-4 (educational and training services), 48931000-3 (training software packages), and 30236000-2 (miscellaneous computer equipment).
- Award criterion: price, through the application of a mathematical formula.
Data processing and cloud subcontracting
The execution of the contract implies that the contractor will process personal data on behalf of the promoting management center as the data processor. Therefore, the company plans to subcontract the servers and associated services to three technological providers:
- Amazon Web Services, Inc.
- Microsoft Ireland Operations Limited (Azure OpenAI services)
- OpenAI Ireland Ltd (OpenAI API)
The contract is not funded with European Union funds, and no prior publications in the Official Journal of the European Union are foreseen. The announcement was sent on September 7, 2026, and the resolution is signed by the technical general secretary, Judit Díez Manzanedo.
Appeal Periods
An special appeal in procurement matters may be filed against the formalization before the Administrative Tribunal for Public Procurement of the Community of Madrid, with a filing period of ten calendar days, and a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Madrid, within a period of two months.
The contract places assistive robotics and artificial intelligence at the center of the debate regarding care for students with special educational needs in the region. As it is a pilot project in ten centers, its results will determine whether the technology is extended to the entirety of the Madrid educational network, with the educational technology sector as the primary party interested in the outcome.
