Madrid allocates two million to employment in fifteen fire-affected municipalities

The Community of Madrid will allocate 2,000,000 euros to subsidy-agreements with fifteen town councils in the Sierra Oeste affected by the fires of July and August 2026, in order to hire unemployed persons for recovery works and services in those municipalities. The measure is formalized through the Order of September 3, 2026, of the Minister of Economy, Finance and Employment, published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID (BOCM) number 222, of September 17, 2026, section I.C “Other Provisions”, pages 48 to 50 (official reference BOCM-20260917-14). The text adds a new point 11 to the Strategic Grant Plan managed by the General Directorate of the Public Employment Service of the Community of Madrid for 2026.

The regulation modifies the Plan approved by the Order of November 21, 2025, and already modified by the Order of June 1, 2026, which had readjusted the programs for guidance, training, labor insertion, and hiring incentives for young researchers. The intervention is supported by the regional competence over active employment policies (article 28.1.12 of the Statute of Autonomy of the Community of Madrid) and by Law 3/2023, of February 28, on Employment, within the Spanish Strategy for Active Employment Support 2025-2028 approved by Royal Decree 633/2025, of July 15, and the “Madrid Strategy for Employment 2025-2027”.

Fifteen beneficiary town councils

The beneficiaries are the town councils affected by the Sierra Oeste fire of July and August 2026:

• Fresnedillas de la Oliva
• Navalagamella
• Navas del Rey
• Pelayos de la Presa
• Robledo de Chavela
• Rozas de Puerto Real
• San Martín de Valdeiglesias
• Santa María de la Alameda
• Villa del Prado
• Zarzalejo

The grant will be direct, via agreement, and the funding will come from national employment funds distributed for management by the Community of Madrid in accordance with the Sectoral Conference on Employment and Labor Affairs.

Two million euros and 135 contracts until December

The total estimated budget for the measure is 2,000,000 euros, with an execution period extending until December 31, 2026. The order sets the planned objective at 135 recipients, and establishes the number of contracts broken down by gender and age groups as the specific indicator.

Final recipients may be unemployed persons registered as job seekers in the Community of Madrid, preferably residents in the territorial areas of the beneficiary town councils and qualified in the occupation for which they are hired.

Mixed employment and training action

The program combines employment and training: participants will sign an employment contract with the entity benefiting from the grant agreement and will receive training in cross-cutting content for employment. The grant will cover the salary costs and employer Social Security contributions derived from the hiring, as well as the training costs.

The stated objective is to improve employability and strengthen the professional competencies of the participants, facilitating their subsequent integration into the labor market, while contributing to the recovery of the municipalities damaged by the fire.

The order was signed in Madrid on September 3, 2026, by the Vice-Minister of Economy and Employment, María del Carmen Tejera Gimeno, by delegation of the Minister (Order of April 17, 2024, BOCM number 108, of May 7, 2024), and bears the file code (03/14.485/26).

The measure reaches the residents of about fifteen towns that are still facing reconstruction after the summer fires: the unemployed in those areas will have preferential access to temporary contracts linked to the recovery works, with associated training and full financing of salaries and contributions until the end of the year.
