Madrid concede 24.650 euros a Hogar Sí para jóvenes sin hogar

The Community of Madrid has implemented a direct grant of 24,650.00 euros in favor of the Fundación Red de Apoyo a la Integración Sociolaboral (RAIS-Hogar Sí) for the project “Growing in Community: Provision of community supports for young people experiencing homelessness”. The agreement was signed on September 10, 2026, by the Ministry of Family, Youth, and Social Affairs and is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID no. 242, of October 10, 2026, section I (Announcements), with the official reference BOCM-20261010-3. The aid is framed within the Resolution of July 4, 2024, of the Secretary of State for Social Rights, which approves the call for operations of the Social Inclusion, Child Guarantee, and Fight against Poverty Program, co-financed by the European Social Fund Plus (ESF+).

A direct award for exceptional social reasons

The agreement is supported by article 4.5.c) of Law 2/1995, of March 8, on Grants of the Community of Madrid, which allows for the direct granting, on an exceptional basis, of those grants in which reasons of public, social, economic, or humanitarian interest are proven. On May 26, 2026, the justifying report for these exceptional reasons was issued, and the Governing Council, upon the proposal of Minister Ana Dávila-Ponce de León Municio, authorized the signing of the agreement in its session on September 2, 2026.

The line was already planned in the regional planning: Order 1122/2026, which modifies Order 300/2026, of February 10, approving the 2026 Strategic Grant Plan of the Ministry, incorporated into objective 2 a new grant line called “Agreement with the Fundación Red de Apoyo a la Integración Sociolaboral (RAIS-Hogar Sí) for the development of the Growing in Community project”.

Fifteen young people and housing first methodologies

The project, focused on social innovation, is structured as a public-private governance model in which the Community of Madrid and Hogar Sí collaborate, an entity registered in the Registry of Social Action and Social Services Entities with registration number E2061.0. Its main details are:

  • Direct recipients: 15 young people between 18 and 25 years old with complex support needs and a significant risk of social exclusion and homelessness.
  • Composition: at least 20% will be women and/or LGBTIQ+ people.
  • Indirect beneficiaries: 52 people (family members, professionals, and the community).
  • Methodologies: Housing First for Youth (H4Y), Rapid Rehousing, and Early Intervention, with an emotional and trauma-informed management approach.
  • Eligible period: from January 1, 2026, to June 30, 2027 (18 months), with the agreement remaining in effect until June 30, 2027.

The stated objective is to test early intervention and independent living solutions that prevent the chronicity of youth homelessness, providing flexible supports for access to housing, employment, and community connection.

Expenditure Allocation and Project Control

The regional contribution will be financed from budget item 48099 of program 232E of the Ministry of Family, Youth, and Social Affairs, and will be paid once the project is completed and expenses are justified. Hogar Sí will contribute 443,797.27 euros from the grant provided by the Ministry of Social Rights, Consumption, and 2030 Agenda, co-financed by the ESF+, bringing the total cost of the project to 468,447.27 euros. The breakdown of the regional co-financing is as follows:

  • 6,650.00 euros for rent and expenses of workspaces, activity rooms, technological equipment, intervention software licenses, web maintenance, mobile telephony, and consumable materials.
  • 18,000.00 euros in direct financial support to the beneficiaries to promote their autonomy (accommodation, training, and basic needs).

Monitoring will be the responsibility of a Project Steering Committee, a Technical Management Committee, and a Joint Monitoring Commission composed of two representatives from the General Directorate of Social Services and Integration and one representative from Hogar Sí. The entity must submit quarterly execution reports and a justificatory memorandum within a maximum period of three months from the end of the eligible period.

One Step Further in the Deinstitutionalization of Social Services

The operation connects the regional social services policy with investment one (C22I1) and reforms C22R1 and C22R2 of the Recovery Plan, aimed at modernizing public social services and promoting a person-centered model of long-term support and care. For the readers, the agreement represents the arrival of stable funding for a pilot early intervention mechanism for homeless youth, with the Community of Madrid committed to studying the sustainability of services that demonstrate effectiveness and scaling the lessons learned to other territories.
