Madrid aprueba ayudas de 1.000 euros para familias con pacientes crónicos complejos

The Governing Council of the Community of Madrid approved on September 2, 2026, the regulatory rules and the direct award procedure for single-payment financial aid to promote the reconciliation of work and family life in families with dependents suffering from complex chronic pathology (CCP) of extreme complexity. The agreement is published in the Official Gazette of the Community of Madrid (BOCM) no. 234, of October 1, 2026, pages 94-102, within section I.C “Other Provisions,” at the proposal of the Ministry of Family, Youth, and Social Affairs. The regulation enters into force the day following its publication, meaning the application period begins on October 2, 2026.

The measure replaces the previous call model, structured around Order 1816/2022, of August 31, for families with minors in pediatric palliative care, and its extension through Order 1538/2023, of May 22, funded by the Recovery, Transformation, and Resilience Plan (NextGenerationEU). The text justifies the direct award—without competitive bidding—based on the public and social interest of these grants, supported by article 4.5.c) of Law 2/1995, of March 8, on Subsidies of the Community of Madrid, and the report from the Minister of Family, Youth, and Social Affairs dated June 3, 2026.

Amount and beneficiaries

The aid consists of a single payment of 1,000 euros for each child born or adopted, that is, for each minor or dependent person with CCP of extreme complexity. Only one application per minor or dependent person is permitted, and the grants are awarded until the maximum available budget credit is exhausted.

Beneficiaries may be those who prove to have as a dependent:

  • A minor under 18 years of age, or a person between 18 and 25 years of age (until the day before turning 26) with CCP of extreme complexity.
  • Legal residence in Spain and registration (empadronamiento) in the Community of Madrid at the time of application.
  • A per capita income of the family unit lower than 30,000 euros.

Requirements and medical accreditation

The status of the dependent patient must be accredited with a medical report signed by a primary or hospital care physician, according to the model provided by the electronic office of the Community of Madrid. The questionnaire is designed according to the extended PedCom model and requires a score higher than 21.5 points to recognize extreme complexity.

The computable family income will be that of the last IRPF (Personal Income Tax) return with an expired deadline, adding the general taxable base and the savings base. Applicants are exempt from proving tax and Social Security obligations in the payment phase.

Deadline, processing, and compatibility

Applications are submitted electronically via electronic registry or in person, with the following documentation attached: ID (DNI) or residence card, certificate of census registration (empadronamiento), family book or birth or adoption certificates, personal income tax (IRPF) return, and a responsible declaration. If the application contains defects, a period of ten days is granted to rectify them.

The granting of aid is resolved in strict order of receipt of validly submitted applications until the credit is exhausted, and the competent body is the head of the department with competencies in Family matters. The maximum period to issue and notify the resolution is three months; if this period passes without notification, applications may be understood as rejected. An optional appeal for reversal (recurso de reposición) may be filed within one month, or a contentious-administrative appeal within two months.

The receipt of the aid is compatible with any remunerated work activity, whether self-employed or employed by others, and with any other aid intended for family support. The grants are financed from sub-concept 48399 of Program 232F of the Expenditure Budget of the Community of Madrid.

The agreement is signed by the president Isabel Díaz Ayuso and the counselor for Family, Youth, and Social Affairs, Ana Dávila-Ponce de León Municio, and bears the file number (03/14.292/26).

The new regulation reaches households where the care of a minor with a complex chronic pathology falls upon informal caregivers, mostly parents, who in numerous cases must reduce or adapt their work activity. With a single payment of 1,000 euros per dependent patient and an income threshold of 30,000 euros per capita, the Community of Madrid seeks to alleviate the economic and emotional burden on these families and expedite the receipt of aid which, due to its direct nature, depends solely on the fulfillment of the requirements and the availability of credit.
