The Madrid City Council has approved an extraordinary credit of 15,146,515.87 euros in the Budget of the autonomous body Informática del Ayuntamiento de Madrid for 2026. The decision was adopted by the municipal Plenary in its ordinary session (9/2026) held on September 29, 2026, and is published in the Official Gazette of the Community of Madrid (BOCM) number 234, dated October 1, 2026, in section III of Local Administration, page 159, with the official reference BOCM-20261001-50.
The agreement, framed under the Economic Regime heading of the Madrid City Council, consists of a credit modification that expands the allocation for the autonomous body dedicated to municipal information and communications systems. The publication of the announcement begins the countdown of the deadlines for filing appeals against a resolution that ends the administrative process.
Destination of the credit: current transfers
The operation is charged to chapter 4, “Current transfers,” and is specified in the following terms:
- Budgetary application: 501/102/491.01/400.00.
- Economic sub-concept: “To the General Administration of the City Council.”
- Program: 491.01, “IT and communications services.”
- Amount: 15,146,515.87 euros.
The summary by chapters accompanying the agreement reflects an increase in expenses for the total amount of the modification, with no decreases, and an equivalent increase in chapter 8 of income, such that the operation remains balanced.
Financing with the 2025 treasury surplus
The agreement specifies that the modification is financed using the treasury surplus for general expenses obtained from the settlement of the Budget of the autonomous body Informática del Ayuntamiento de Madrid corresponding to the 2025 fiscal year. Therefore, no new debt or additional contributions from the general municipal budget are utilized.
The document was signed in Madrid on September 29, 2026, by the acting Secretary General of the Plenary, Deputy Secretary General of the Plenary, Juan José Orquín Serrano, and bears the internal publication file number 03/15.774/26.
Deadlines and means of appeal
Against the agreement, which exhausts the administrative route, a contentious-administrative appeal may be filed directly before the Contentious-Administrative Chamber of the High Court of Justice of Madrid:
- Deadline: two months starting from the day following the publication of the announcement in the BOCM.
- Legal basis: articles 8.1, 10.1, and 46.1 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.
- Alternative: interested parties may exercise any other appeal they deem appropriate, in accordance with article 40.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The grant reinforces the endowment of the body that maintains the municipal technological infrastructure in the current fiscal year, with an amount exceeding 15 million euros and without recourse to external financing. As it is a modification published in the official bulletin, the agreement is subject to public scrutiny and a challenge schedule already in progress for any interested party.
