Madrid approves 1.3 million in waste management grants for small municipalities
Por FactBox Admin

The Governing Council of the Community of Madrid approved on October 21, 2026, the regulatory rules for the direct granting of aid intended to finance domestic waste collection and transport services, an agreement published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID (B.O.C.M.) no. 260, of October 29, 2026, with reference BOCM-20261029-32. The call for the 2026 financial year has a credit of 1,300,000 euros and a maximum financiable amount of 73 euros per inhabitant per year for municipalities of up to 2,500 inhabitants, who have one month to submit their applications. The regulation is accompanied by the extract of Order 4068/2026, of October 26, which declares the available credit.
A stable framework for a municipal service
The agreement replaces the Agreement of November 11, 2020, and establishes a “stable and continuously applicable” legal regime for local entities that provide an essential public service of municipal competence. It is based on article 4.5.c) of Law 2/1995, of March 8, on Subsidies of the Community of Madrid, which allows for the direct granting to a plurality of non-singularized beneficiaries; the regional Executive argues that the structural nature of the service prevents competitive bidding.
The justification is based on Directive 2008/98/EC, amended by Directive (EU) 2018/851, on Law 7/2022, of April 8, on waste and contaminated soils, and on Law 1/2024, of April 17, on Circular Economy of the Community of Madrid, whose Circular Economy Strategy 2025-2032 identifies financial support for local entities as a priority line. The text bears the signature of the Councilor for Environment, Agriculture, and Interior, Carlos Novillo Piris, and the President, Isabel Díaz Ayuso, and will enter into force the day following its publication, October 30, 2026.
Two lines of aid and amounts by population brackets
The rules articulate two differentiated interventions:
- EECCM-RDM-RYT: finances the costs of collection and transport in municipalities with a population equal to or less than 2,500 inhabitants. The aid covers up to 100% of the eligible costs in areas of up to 1,000 inhabitants and up to 70% between 1,001 and 2,500, with a ceiling of 90 euros per inhabitant per year (VAT included), which the 2026 order specifies as 73 euros.
- EECCM-RDM-MIG: an incentive of 10 euros per inhabitant for the first 5,000 inhabitants of each municipality of up to 20,000 that receives the service from a Mancomunidad de Interés General (General Interest Association of Municipalities).
Generally, beneficiaries may be associations of municipalities (mancomunidades) and supra-municipal entities that provide the service to municipalities of up to 2,500 inhabitants; exceptionally, city councils of that size not integrated into any supra-municipal entity may apply, subject to a reasoned technical report certifying the infeasibility of cooperation. Funding is allocated to sub-concept 46309 “Local Corporations” of program 456N “Circular Economy”.
One-month deadline and advance payment
The extract of Order 4068/2026, with BDNS number: 938296, establishes the practical conditions of the call and is signed by delegation by the Vice-Counselor Rafael García González:
- Application period: one month from the day following publication, i.e., from October 30 to November 29, 2026.
- Mandatory electronic submission, with a responsible declaration from the Mayor’s Office and certification from the Secretariat.
- Individual resolution within a maximum of four months, with negative administrative silence.
- Correction of errors within ten business days.
- Justification via a simplified justification account within three months.
- Advance payment possible, without the requirement of guarantees.
Applications will be processed in strict order of entry into the electronic registry, without comparison between them. An administrative appeal may be filed against the agreement before the High Court of Justice of Madrid within two months.
Impact for rural city councils
The regulation responds to an explicit diagnosis by the Executive: municipalities with smaller populations face “greater structural and financial difficulties” in providing the service with quality and environmental criteria. With a regional map highly fragmented into municipalities of fewer than 2,500 inhabitants, the line makes associations of municipalities the preferred funding channel and penalizes isolated provision; therefore, the one-month calendar is decisive for city councils with limited technical resources.
