Madrid amplía en 500.000 euros el crédito para contratar personas con discapacidad

The Community of Madrid is increasing by 500,000 euros the available credit to finance the direct granting of subsidies for the hiring of people with disabilities, within line 5 of the Program for the promotion of hiring in the Community of Madrid. The decision corresponds to the Ministry of Economy, Finance and Employment and is formalized in the Order of September 22, 2026, published in the Official Gazette of the Community of Madrid number 237, of October 5, 2026 (reference BOCM-20261005-18).

The framework for these grants is Law 2/1995, of March 8, on Subsidies of the Community of Madrid, whose article 4.5.c) allows for the direct and exceptional granting of subsidies where reasons of public, social, economic, or humanitarian interest are proven. Under this regulation, the Agreement of December 28, 2022, of the Governing Council, approved the regulatory norms and the direct granting procedure of the Program for the promotion of hiring, structured into six subsidy lines. That agreement was modified by the Agreement of December 26, 2024, of the Governing Council.

Line 5 corresponds to incentives for the promotion of hiring people with disabilities and other especially vulnerable groups. Its credit for 2026 was declared through the Order of December 10, 2025, of the Minister of Economy, Finance and Employment, for a total amount of 4,400,000 euros.

An initial distribution of 4.4 million euros

The credit declaration of December 2025 established a specific distribution of funds for the 2026 fiscal year:

  • A maximum amount of 4,000,000 euros destined to finance the direct granting of subsidies for the hiring of people with disabilities.
  • A maximum amount of 400,000 euros destined to finance the direct granting of subsidies for the hiring of other especially vulnerable groups.

According to the now-published order, the authorized credit for subsidies to promote the hiring of people with disabilities has proven insufficient, considering the number of applications submitted. The Ministry also notes that there is budgetary availability that allows for an increase in the available credit, which justifies the declared expansion.

The 500,000 euros come from state funds

The text details that the budgetary credit of 500,000 euros comes entirely from the State, charged to national employment funds. Its distribution was agreed upon according to the objective criteria approved in the LXXXVII meeting of the Sectoral Conference on Employment and Labor Affairs, held on May 27, 2026, in which the distribution of labor funds from the General State Budgets for management by the autonomous communities during 2026 was approved.

The obligations derived from this expansion shall be charged to sub-item 47202-Active Employment Policies, of Budgetary Program 241-M Promotion and Encouragement of Employment, management center 200150000, of the General Budgets of the Community of Madrid for 2026.

Signature by delegation

The order is dated in Madrid on September 22, 2026, and signed by the Vice-Minister of Economy and Employment, María del Carmen Tejera Gimeno, by delegation of the Minister in accordance with the Order of April 17, 2024 (Official Gazette of the Community of Madrid number 108, of May 7, 2024). The document is included in section I.C, “Other Provisions,” of the regional gazette.

The expansion responds to a real demand: the number of applications submitted exceeded the allocation planned for the year. With this increase, companies and entities that hire people with disabilities will have 4.5 million euros available in line 5 for 2026, which strengthens the Community’s capacity to process files that would otherwise have remained without budgetary coverage.
