Madrid increases municipal road beautification grants by 1.5 million

The Regional Ministry of Presidency, Justice and Local Administration of the Community of Madrid increases by 1,538,247.12 euros the budget credits available for 2026 intended to finance direct grants to municipalities with fewer than 20,000 inhabitants to carry out municipal road beautification works. The decision is formalized through an order signed in Madrid on October 5, 2026, by the regional minister Miguel Ángel García Martín. The extract of the order is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 246, of October 15, 2026, with the reference BOCM-20261015-23.

An expansion that raises the total credit to 12 million

The order consists of two sections. The first expands the available credit by 1,538,247.12 euros for the 2026 fiscal year, in order to meet the economic obligations derived from the granting of the aid. With this expansion, the budget credit available for 2026 amounts to a total sum of 12,038,247.12 euros.

The grants are governed by the Government Council Agreement of May 29, 2024, published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 139, of June 12, which approves the regulatory standards for the direct grant procedure for subsidies to municipalities in the Community of Madrid with fewer than 20,000 inhabitants for road beautification works during the 2024-2026 period.

The extract is published in accordance with the provisions of articles 17.3.b) and 20.8.a) of the General Subsidies Law 38/2003, of November 17, and refers to the full text available in the National Subsidies Database, identified with the code BDNS (877768).

Financing and budgetary allocation

The expanded credit is allocated to the following provision of the General Budgets of the Community of Madrid for 2026:

• Sub-concept 76309 “Local Corporations”.
• Budgetary program 942O “Territorial Rebalancing”.
• Total amount available in 2026: 12,038,247.12 euros.

Management corresponds to the General Directorate of Territorial Rebalancing, attached to the signing regional ministry.

Background: the adjustment of the strategic plan

The expansion comes after the Order of September 3, 2026, by the regional minister, modified the Regional Ministry’s Strategic Grant Plan for 2026 and 2027, approved by Order of December 3, 2025 (OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 298, of December 15, 2025). The text published on September 21, 2026 (OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 225) already set a cost forecast for this line of aid of 12,038,247.12 euros in 2026 and 8,131,770.00 euros in 2027, with exclusive financing from regional budgets and the possibility of advance payment.

Effects of the order

• The order shall take effect on the day following the publication of its summary in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID.
• The summary appears in section I, subsection C) “Other Provisions”, of the gazette dated October 15, 2026.
• The internal processing reference recorded in the document is 03/16.354/26.

The expansion reinforces the line of economic cooperation with the smallest municipalities in the region, which are the exclusive recipients of these grants. For town councils with fewer than 20,000 inhabitants, the increase of 1.5 million provides more margin to finance improvement and beautification works for their streets and public spaces within the 2026 fiscal year, in a context of budgetary adjustment that had already necessitated an upward revision of the cost forecast for the strategic grant plan.
