Pig macro-farm with 7,200 spaces opens for public allegations in Alcañiz

The Aragonese Institute of Environmental Management (INAGA) has opened the public information process for the environmental impact study and the basic project for Integrated Environmental Authorization for the construction of a pig fattening farm with a capacity for 7,200 places (864 LSU) in the municipality of Alcañiz (Teruel). The announcement is published in the Official Gazette of Aragon number 168, dated August 31, 2026, and opens a 30-day period for citizens to submit observations and allegations.
The application was submitted by the company Frutas del Cinca, SL, which plans to locate the facility in polygon 501, plot 82, of the Teruel municipality. The file processed by INAGA is 500305/02/2025/08827.
Legal framework and competent body
The procedure is carried out in accordance with Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, whose article 55 regulates the public information process as an integral part of the environmental impact assessment and the integrated environmental authorization. The competence to formulate the environmental impact statement and resolve the application corresponds to the Aragonese Institute of Environmental Management itself.
In addition to the environmental authorization, the project is subject to the environmental impact assessment procedure. The announcement indicates that its execution will not produce significant environmental effects on another European Union State.
How to participate
The documentation—the environmental impact study and the basic project—is available for consultation on the INAGA electronic office. Public participation must be carried out exclusively electronically, in accordance with the fourth additional provision of Law 10/2013, of December 19, of INAGA, as amended by Law 1/2021, of February 11, on administrative simplification.
Interested parties may submit their allegations and inquiries during the 30-day period, which is calculated from the day following the publication of the announcement in the official gazette. The channels for participation are:
- Consultation of the documentation in the INAGA electronic office.
- Submission of observations, allegations, and inquiries via the Administration’s electronic registry.
- Consultation with interested persons and affected public Administrations.
Resolution and appeals
It is the responsibility of the Director of the Aragonese Institute of Environmental Management to grant, if applicable, the Integrated Environmental Authorization, which serves as the final administrative resolution against which the appropriate appeals may be filed. The environmental impact statement will be integrated into the same resolution, as established by article 56 of Law 11/2014.
The announcement was signed in Zaragoza on August 4, 2026, by the Head of Area III, Diana Remón Galindo, and is included in the other announcements section of the Department of Environment and Tourism.
Relevance for readers
The opening of this procedure represents the first real opportunity for residents of Alcañiz and environmental organizations to voice their opinions on a large-capacity facility in the heart of the Bajo Aragón region.
