Por FactBox Admin

The Macael City Council has initially approved an extraordinary credit of 35,000 euros destined for a nominative grant in favor of La Última Music Experience, S.L. The decision was adopted by the Plenary in an ordinary session on September 23, 2026, with nine votes in favor and three abstentions, and is published in the Official Gazette of the Province of Almería number 188, dated September 29, 2026, with the official reference 2609/26 (p. 9).
A file processed via extraordinary credit
The agreement is formalized in the credit modification file number 807/2026, processed under the modality of extraordinary credit financed through cancellations or reductions of credits from other non-committed applications of the current budget. The Mayor’s Office proposed the operation upon confirming the existence of investment expenses without allocated credit, and on September 16, 2026, the mayor’s memorandum, the Secretariat’s report on the applicable legislation, and the favorable report from the Comptroller’s Office were issued.
The invoked regulation is Article 37.2, sections a) and b), of Royal Decree 500/1990, of April 20, which requires accreditation of the specific and determined nature of the expenditure, the impossibility of delaying it to subsequent financial years, and the non-existence of credit for that purpose in the expenditure status. The file is also supported by Article 22.2.e) of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
The items financing the grant
The full amount of the grant is covered by reductions in six budgetary applications, totaling exactly 35,000 euros:
- Vehicles (application 920 62400): 15,000 euro reduction, from 35,000 to 20,000 euros.
- Electric energy and public lighting (application 165 22100): 6,000 euro reduction, from 130,000 to 124,000 euros.
- Cleaning and maintenance of public roads (application 163 21000): 5,000 euro reduction, from 40,000 to 35,000 euros.
- Sports associations (application 340 48900): 5,000 euro reduction, from 15,000 to 10,000 euros.
- Office expenses (application 920 22000): 2,000 euro reduction, from 8,000 to 6,000 euros.
- Repair and maintenance of machinery, installations and tooling. Hardware materials (application 920 21300): 2,000 euro reduction, from 15,000 to 13,000 euros.
The new expenditure item is recorded in application 3385 48900, under the name “Nominative grant La Última Music Experience, S.L.”, which goes from 0.00 to 35,000.00 euros.
Fifteen days of public exhibition
The plenary agreement orders the file to be made available to the public via an announcement in the Official Gazette of the Province for a period of fifteen days, during which interested parties may examine it and submit claims to the Plenary. If no claims are submitted, the file will be definitively approved; otherwise, the Plenary will have a period of one month to resolve them.
The certification of the agreement is issued by the acting secretary, María Angustias Cañadas Martínez, in Macael on September 24, 2026, with the proviso provided for in Article 206 of the Regulations on the Organization, Operation, and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28. In the same plenary session, another credit modification was initially approved, file 837/2026, for a transfer of 16,500 euros between expenditure areas for the promotion of local trade.
Impact on residents and local groups
The operation redirects 35,000 euros from current and investment expenditures of the municipal budget toward a direct grant to a music company, which affects sensitive items for the municipality’s daily operations, such as public lighting, street cleaning, municipal vehicles, and grants to sports clubs. Residents and local associations now have fifteen days from the date of publication to review the file and, if applicable, file a claim with the Plenary before the modification is definitively approved.
