Móstoles approves the guidelines for foster family grants 2026

The Móstoles City Council has approved the general regulatory bases for subsidies regarding the “economic benefit for fostering in foster families in the municipality of Móstoles,” corresponding to the 2026 call. The agreement, adopted by the Local Government Board on August 7, 2026, is published in the Official Gazette of the Community of Madrid number 202, dated August 25, 2026, within section III of Local Administration.

The new bases annul and void the previous specific regulatory bases for the same benefit, approved on November 11, 2025, via agreement 24/1007 and published in BOCM number 76 on November 13, 2025. The call is part of the Strategic Subsidy Plan of the Móstoles City Council for the 2026-2028 period, approved by agreement 9/55 of the Local Government Board on February 3, 2026.

Purpose and Recipients

The purpose of the aid is to provide financial support to families who have taken in a minor in foster care, regardless of the minor’s age, as long as they are under legal age. The eligible period spans from July 1, 2025, to June 30, 2026, both dates inclusive.

The recipients will be families who have fostered a minor during that period and who meet the established requirements. Processing is the responsibility of the Department of Youth, Family, Equality, and Cooperation, through its Family Area, and the final resolution corresponds to the Local Government Board.

Beneficiary Requirements

To access the benefit, applicants must meet, among others, the following requirements:

  • To have received a minor in foster care within the household during the eligible period.
  • To be Spanish or a foreign national with legal residence in Spain, in accordance with Organic Law 4/2000.
  • Both the minor and at least one member of the family unit must reside and be registered (empadronado) in Móstoles for the two years prior to the application.
  • To be the owner, tenant, or holder of the right to use a home in Móstoles.
  • Not to exceed 40,000 euros in individual taxable income or 70,000 euros in joint income.
  • Not to be a beneficiary of other aids from the Family Area that cover the same need.
  • To be up to date with obligations to the State Tax Administration Agency, Social Security, and the Móstoles City Council.

Amount and Budgetary Allocation

The total allocation amounts to 20,000 euros, assigned to budgetary application 52-2318-48943 of the 2026 Municipal Budget. The amount of the aid is established as a single payment of 500 euros per foster placement, and the maximum amount to be granted may not exceed 20,000 euros.

Exceptionally, and in accordance with article 58.2 of Royal Decree 887/2006, an additional credit amount of up to 30,000 euros may be enabled, which would increase the total maximum to 50,000 euros, without the need for a new call and subject to budget availability.

Submission and evaluation

Applications must be submitted within twenty business days from the day following the publication of the call announcement in the BOCM. They may be submitted in person at the General Registry of the City Council and at the District Boards, or electronically through the municipal Electronic Office.

The grant will be awarded through a competitive process, with a single evaluation criterion: the income level of the family coexistence unit, with aid granted in order from lowest to highest income until the credit is exhausted. In the event of a tie, priority will be given to the unit with the greatest number of members and, failing that, the date of submission of the application.

The resolution must be issued within a maximum period of six months from the publication of the summary in the BOCM, and payment will be made in a single installment via bank transfer. The delegated councilwoman for Youth, Family, Equality, and Cooperation, Marta Bastarreche Hernández, signs the agreement in Móstoles on August 17, 2026.

The publication of these guidelines represents a significant step for foster families registered in Móstoles, who will have a renewed and updated framework to apply for a benefit that recognizes their work in the protection of vulnerable minors. With an allocation of 20,000 euros and a single payment of 500 euros per foster placement, the 2026 call reinforces the municipal commitment to equal opportunities and support for those who provide a suitable family environment for tutored minors.
