MásMedio will manage the urban waste of thirteen municipalities in Rivera de Fresnedosa

The MásMedio Consortium will assume the collection, transport, and treatment of domestic and assimilated urban solid waste for the thirteen municipalities of the Rivera de Fresnedosa Association of Municipalities for the next 25 years. The management entrustment agreement is published in the Official Gazette of the Province of Cáceres, number 0180, dated September 21, 2026, with reference BOP-2026-4374, following the agreement of the consortium’s Board of Directors on June 26, 2026, and the agreement of the association’s assembly on February 2, 2026.

The publication is carried out in compliance with section 3 of article 11 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, which requires the publication of management entrustments formalized through agreements between public law entities of different administrations. The text also invokes articles 25.2.b), 57, and 106 of Law 7/1985, regulating the bases of the local regime, Law 3/2019 on the guarantee of municipal autonomy of Extremadura, Law 17/2010 on associations of municipalities and minor local entities of Extremadura, and articles 152 and 154 of the revised text of the Law regulating local treasuries.

The MásMedio Consortium—established on July 27, 2020, by the Provincial Council of Cáceres and a large number of local entities in the province—is defined in the agreement as a supramunicipal local entity of public law with its own legal personality. The announcement is signed by Elisa Flores Cajade, head of the consortium’s economic-administrative unit, in Cáceres on September 15, 2026, and the agreement is signed by Miguel Ángel Morales Sánchez, president of the consortium, and Mónica Martín Sánchez, president of the association of municipalities. The header of the announcement mentions the “City Council of Rivera de Fresnedosa,” while the agreement is formalized with the association of municipalities.

A service for thirteen municipalities

The territorial scope of the entrustment covers the following municipalities:

• Casillas de Coria
• Ceclavín
• Holguera
• Pedroso de Acim
• Pescueza
• Portaje
• Portezuelo
• Riolobos
• Torrejoncillo
• Zarza la Mayor

The consortium will provide the management, transport, and collection of the organic and residual fractions, light packaging (yellow line), and paper and cardboard (blue line), as well as bulky waste and container washing. It also assumes the maintenance and renewal of the container fleet, technical assistance for the optimization of municipal registers, the handling of complaints, and the payment of regional taxes and fees derived from the management of municipal waste.

Taxes, ordinances, and duration

The economic regime is based on the payment by users and beneficiaries of the fees or tariffs established in the tax ordinance of the Consorcio MásMedio, subject to the principle of equivalence between revenue and the cost of the service. The association of municipalities (mancomunidad) and the included municipalities are obliged to eliminate their fees and public prices and to repeal the corresponding local ordinances, as well as to revoke the delegation of fee management in favor of the Organismo Autónomo de Recaudación y Gestión Tributaria de la Diputación Provincial de Cáceres.

The duration of the agreement is 25 years from the start of management, renewable for another equal period if no party communicates its intention not to renew it twelve months in advance. A Joint Monitoring Commission is created with two members from each party, presided over by the Presidency or Vice-Presidency of the consortium, plus a fifth member designated by MásMedio who will act as secretary with a voice but no vote. Unilateral early termination requires the payment of damages, and at least twelve months must elapse between the notice of termination and the final resolution.

Data protection and background

The agreement incorporates an annex for the processing of personal data: the Mancomunidad Rivera de Fresnedosa, with registered office at Plaza Mayor de Torrejoncillo and NIF G10166650, acts as the data controller, and the Consorcio MásMedio as the processor. The processed data include DNI or NIF, name, address, telephone, signature, nationality, email, and economic data of the service users.

This assignment is added to the accession agreement between the consortium and the association of municipalities published in the same bulletin on September 15, 2026 (BOP-2026-4289), and follows in the footsteps of other similar agreements, such as the one signed with the City Council of Navas del Madroño and published on September 18, 2026 (BOP-2026-4353).

The agreement unifies an essential service for the residents of the region into a single supra-municipal provider and transfers the service billing to the consortium’s tax ordinance, so that receipts will no longer depend on the ordinances of each municipality. The entry into force of the obligation to contribute will occur once the service is established and operational, following the issuance of the verification report.
