MásMedio takes over waste management for Rivera de Fresnedosa for 25 years

The MásMedio Consortium will assume the collection, transport, and treatment of domestic and assimilated urban solid waste for the thirteen municipalities of the Rivera de Fresnedosa Association of Municipalities for the next 25 years. The management entrustment agreement is published in the Official Gazette of the Province of Cáceres No. 0180, dated September 21, 2026, with official reference BOP-2026-4374, following the agreement of the consortium’s Board of Directors adopted in an ordinary session on June 26, 2026. The service will be financed by the taxes and fees paid by users and beneficiaries in accordance with the consortium’s fiscal ordinance, meaning that the waste collection bill will now depend on MásMedio and not on each individual city council.

The agreement is formalized under Article 11.3 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, which requires the publication of management entrustments between entities of different administrations, and Articles 25.2.b) and 57 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, which classifies waste collection and treatment as an essential public service. It also invokes Law 3/2019, of January 22, on the Guarantee of Municipal Autonomy of Extremadura, and Law 17/2010, of December 22, on associations of municipalities and minor local entities of Extremadura.

The text is signed by Miguel Ángel Morales Sánchez, president of the MásMedio Consortium, and by Mónica Martín Sánchez, president of the Rivera de Fresnedosa Association of Municipalities, which has the support of the association’s assembly met on February 2, 2026. The publication is signed by Elisa Flores Cajade, head of the Economic-Administrative Unit of the consortium, in Cáceres on September 15, 2026. The entrustment follows the agreement for the association’s accession to the consortium, published in the Official Gazette of the Province of Cáceres No. 0176, dated September 15, 2026 (BOP-2026-4289).

A 25-year contract with automatic renewal

The duration of the entrustment is twenty-five (25) years starting from the beginning of the management. If neither party notifies the other of its intention not to renew it twelve months prior to expiration, the validity shall be extended by mutual agreement for another period of equal duration.

The consortium commits to providing the service with its own means or through any of the formulas provided for in the public sector contracts legislation, and assumes the expenses derived from the provision, the maintenance of the infrastructure, and the payment of the regional municipal waste management taxes.

The territorial scope of the entrustment covers the following local entities:

What changes in the residents’ bill

The economic regime is based on the principle of equivalence: revenue must equal the cost of the service. MásMedio is authorized to establish, demand, and collect the fees, public prices, and tariffs of its fiscal ordinance, as well as regulatory surcharges and penalties.

To avoid duplication, the association of municipalities and its member towns are obliged to:

• Suppress the fees, public prices, or intervened prices linked to the service and repeal the local ordinances that regulate them, so that the repeal coincides with the entry into force of the consortium’s regulations.
• Revoke the delegation of fee management in favor of the Autonomous Body for Tax Collection and Management of the Provincial Council of Cáceres.
• Hand over the subscriber registries to the consortium and approve the updated registries prepared by the consortium.
• Make facilities, equipment and, if necessary, the Local Police available to the consortium.

The obligation to contribute arises when the service is operational, following the issuance of the service verification report.

Included services and agreement control

The mandate covers the management, transport, and collection of organic and residual waste, light packaging (yellow line), paper and cardboard (blue line), and bulky items, in addition to the periodic washing of containers, the maintenance and renewal of the container fleet, technical assistance for the optimization of registries, and the handling of complaints.

Monitoring is the responsibility of a joint Mixed Commission with two members from each party and a fifth member appointed by the consortium who acts as secretary, with a voice but no vote. Early termination by unilateral decision of the association of municipalities requires indemnifying the consortium for damages, and at least twelve months must elapse between the notice and the final resolution. The agreement includes an annex for the processing of personal data in which the association of municipalities appears as the controller and MásMedio as the processor.

The publication directly affects the pockets of the region’s residents: the garbage bill will no longer depend on the ordinance of each town hall and will instead be governed by the fiscal ordinance of the MásMedio Consortium, with a management horizon of a quarter of a century, although the published text does not yet detail the specific tariffs that will be applied.
