Mérida appoints the tribunals for two civil service competitive examinations
Por FactBox Admin

The Mérida City Council has appointed the members of the qualifying tribunals that will judge two selection processes for civil service personnel: one position for Administrative Management Intermediate Technician and another for Administrative Assistant, both currently assigned to the Human Resources Service and convened through open competition. The decision is signed by the Delegated Councilor for Human Resources, Julio César Fuster Flores, and is published in the Official Gazette of the Province of Badajoz number 203, corresponding to Thursday, October 22, 2026, in announcements 4201/2026 and 4202/2026.
The two appointments are issued by order of the delegated councilor and come after the definitive list of admitted and excluded persons in each of the processes has been published. This is the requirement that triggers the next administrative step: the formal constitution of the selection bodies.
Legal Basis and Competence of the Body
The delegated councilor acts by virtue of the Mayoral decree of June 20, 2023, by which all functions attributed to the Mayor’s Office regarding personnel are delegated to him, with powers of internal direction and service management. The resolution expressly invokes article 41.14 of the ROF and the Superior Leadership of all the Corporation’s personnel, with all attributions that do not correspond to the Plenary, the municipal Government Board, or the State Administration.
Both announcements incorporate an identical mandate in their operative part: once the appointment is published in the BOP, the tribunal will be constituted, and it will be from that moment that it will carry out whatever actions, development, and adoption of resolutions are appropriate, in accordance with the bases of the call and the applicable regulations.
Composition of the Administrative Management Intermediate Technician Tribunal
The annex of announcement 4201/2026 details the titular and substitute members of the body that will evaluate the position of Administrative Management Intermediate Technician:
- Titulars: Alberto J. Contreras Cervantes (president), Francisco José Pérez Valero (secretary), Carlos Javier Jiménez Redondo (member 1), Juan Ramón Moya Vasco (member 2), Nuria Sánchez Villa (member 3), and María José Romano Rodríguez (member 4, representative of the Provincial Council of Badajoz).
- Substitutes: Margarita López de Ayala (president), José Caballero Rodríguez (secretary), Rafael Romero-Camacho Galván (member 1), Francisca Morcillo Pérez (member 2), María del Carmen Sauceda Hernández Montaño (member 3), and Luz Divina Chamorro González (member 4, representative of the Provincial Council of Badajoz).
Composition of the Administrative Assistant Tribunal
The annex of announcement 4202/2026 reproduces the same structure for the Administrative Assistant position, with a nearly identical team:
- Principals: Alberto J. Contreras Cervantes (president), Francisco José Pérez Valero (secretary), Carlos Javier Jiménez Redondo (member 1), Juan Ramón Moya Vasco (member 2), Nuria Sánchez Villa (member 3) and Ana Belén Carrasco Corchado (member 4, representative of the Provincial Council of Badajoz).
- Substitutes: Margarita López de Ayala (president), José Caballero Rodríguez (secretary), Rafael Romero-Camacho Galván (member 1), Francisca Morcillo Pérez (member 2), María Victoria Garrido Rodríguez (member 3) and Daniel Rodríguez Agundez (member 4, representative of the Provincial Council of Badajoz).
The differences between both bodies are limited to the fourth member: the principal and substitute change in each process, while the Presidency, the Secretariat, and the first three memberships are identical. In both cases, the fourth position is reserved for a person representing the Provincial Council of Badajoz.
What this implies for applicants
The publication of these appointments closes the organizational phase of the processes and opens the way for the call for examinations. Applicants who already know the final list of admitted candidates now have the complete composition of the bodies that will evaluate their tests, a relevant piece of data both for preparing for the competitive examination and for raising, if applicable, challenges or abstentions regarding specific members of the tribunal.
