Móra d'Ebre submits the modification of the terrace regulations for public consultation
Por FactBox Admin

The City Council of Móra d’Ebre has initially approved the modification of the Regulatory Regulation for the public use of space and occupation of the public road with tables and chairs for terraces and other elements of bars and similar. The agreement was reached by the Municipal Plenary in the session of October 29, 2026, and is made public in the Official Gazette of the Province of Tarragona on November 6, 2026, with the official reference CVE 2026-10425. The text is now subject to public information for 30 days so that interested parties may examine it and submit claims or suggestions.
Initial approval and legal framework
The announcement bears the electronic signature of the mayor-president, Rubén Miquel Biarnés Renedo, dated November 4, 2026, and occupies one page of the provincial gazette. The modification affects the regulation that determines how catering establishments may occupy the public road with tables, chairs, and other auxiliary terrace elements.
The council bases the processing on the following regulatory framework:
- Articles 22.2.d) and 49 of Law 7/1985, of April 2, regulating the bases of the local regime.
- Article 178 of the Recast Text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28.
- Article 63 of the Regulation of works, activities, and services of local entities, approved by Decree 179/1995, of June 13.
These precepts are those that require modifications to regulations and ordinances under municipal competence to be submitted for public information and hearing of interested parties before final approval.
Thirty days to examine the file and submit allegations
The public exhibition period is 30 days and is calculated from the day following the publication of the announcement. During this period, any interested person may consult the file and formulate the allegations they consider pertinent. The announcement provides for simultaneous dissemination to guarantee its publicity:
- Publication in the Official Gazette of the Province of Tarragona.
- Publication in the Official Gazette of the Generalitat de Catalunya.
- Publication in one of the daily written media outlets.
- Exhibition on the corporation’s notice board.
- Consultation at the municipal electronic office, at the address http://moradebre.eadministracio.cat.
The file can also be examined in person at the municipal offices, as indicated in the announcement itself. The City Council of Móra d’Ebre is located at Plaça del Baix, 1, in the town, according to the contact details appearing at the bottom of the official document.
Effects of the agreement if there are no amendments
The announcement specifies what will happen once the public exhibition period closes: if no claims or suggestions are submitted against the initial approval, the agreement will be understood as definitively approved automatically, without the need for a new vote by the Plenary. This provision is common in the processing of local regulations and makes the participation process the last real opportunity to introduce changes to the text.
If, instead, objections are submitted, the modification must return to the Plenary for evaluation and, if appropriate, for definitive approval with the corresponding adjustments. The document does not yet detail the specific content of the changes to the terrace conditions, which can only be known by consulting the file.
The announcement includes a validation code (5PMM9ANHGC4Q7Y7HK2ENPARFN) and a verification link on the municipal website to check the authenticity of the publication.
The modification of the terrace regulations comes at a time when the occupation of public space by bars and restaurants is one of the most sensitive areas of municipal management, as it directly affects the economic activity of the catering sector as well as the mobility and accessibility of sidewalks and squares. For the residents and business owners of Móra d’Ebre, the 30-day period that opens now is the only window to influence the conditions that will govern the municipality’s terraces for the coming years.
