Ólvega approves the new waste tax with bills starting from 2027
Por FactBox Admin

The Ólvega City Council has made final the agreement of the Plenary of August 6, 2026, which modifies the fiscal ordinance regulating the fee for the provision of urban waste collection, transport, and treatment services, as no claims were filed during the public exhibition period. The full text is published in the Official Gazette of the Province of Soria no. 115, of October 5, 2026 (reference BOPSO-115-05102026), on pages 3382 to 3390. The regulation will enter into force upon its publication and will be applicable as of January 1, 2027.
The agreement was adopted by an absolute majority in the plenary session of August 6, 2026, at the proposal of the Information Commission for Promotion and Economic Development, Treasury, Budgets, Heritage, and Special Accounts. The councilors of the Popular group and the councilor from Unidas Podemos voted in favor, while the councilors of the Socialist group and the councilor from Vox abstained.
The modification responds to the legal obligation that Law 7/2022, of April 8, on waste and contaminated soils for a circular economy imposes on local entities: to have a specific, differentiated, and non-deficit fee that reflects the real cost of the service and tends toward payment by generation. The ordinance repeals the one approved by the Plenary on June 19, 2025.
A fixed part and a variable part
Article 6 of the ordinance sets the fee as the sum of a fixed part, linked to the mandatory availability of the service, and a variable part calculated with objective parameters: water consumption, cadastral area, authorized capacity, accommodation places, or number of workers. Article 5 establishes that no exemption or bonus shall be granted.
The bill for homes
For homes, the fixed part is 73 euros and the variable part depends on the annual water consumption:
- Up to 0 m³: 0 euros (total fee 73 euros).
- More than 0 and up to 60 m³: 24 euros (97 euros).
- More than 60 and up to 120 m³: 34 euros (107 euros).
- More than 120 and up to 250 m³: 49 euros (122 euros).
- More than 250 m³: 66 euros (139 euros).
Shops, hospitality, and industry
The fixed and variable fees by category are as follows:
- Small businesses and offices: 280 euros fixed plus 95 or 110 euros depending on surface area.
- Food stores and self-service shops: 294 euros plus 125 or 141 euros.
- Hotels and tourist establishments with up to 15 places: 379 euros plus 172 euros.
- Hotels with more than 15 places: 400 euros plus 185 or 215 euros.
- Restaurants and bars with fewer than 40 places: 480 euros plus 240 euros.
- Restaurants and bars with more than 40 places: 670 euros plus 270, 295 or 320 euros.
- Large food facilities up to 550 m²: 850 euros plus 370 or 430 euros.
- Large food facilities over 550 m²: 970 euros plus 456 or 506 euros.
- Industries with up to 100 workers: 1,785 euros plus 585, 690 or 795 euros.
- Industries with more than 100 workers: 8,580 euros plus 1,150 or 1,540 euros.
Entry into force, registry and appeals
Collection will be carried out annually via a receipt derived from the registry, with a voluntary period of two months from its issuance; after this period, the fees will be demanded through enforcement proceedings. The Local Government Board approved the 2026 tax registry on September 24, 2026, which was open to the public for fifteen days, with voluntary collection from October 1 to November 30.
An administrative appeal may be filed against the final agreement before the Administrative Chamber of the High Court of Justice of Castilla y León, based in Burgos, within two months from the day following the publication of the announcement. The document was signed in Ólvega on September 29, 2026, by the mayor, Elia Jiménez Hernández.
The new tax represents an annual receipt of between 73 and 139 euros for residents of Ólvega in their homes, and increases the burden on businesses, hospitality and industry, which in the highest bracket exceeds 10,000 euros. Furthermore, the change arrives in the middle of the voluntary collection period for the 2026 registry, which extends until November 30.
