Álvaro Casas Herrero will lead the Specialized Care Geriatrics Service of Toledo

The Official Gazette of Castilla-La Mancha publishes this October 27, 2026, the appointment of Álvaro Casas Herrero as Head of the Geriatrics Service of the Specialized Care Management of Toledo, a structure dependent on the Health Service of Castilla-La Mancha (Sescam). The resolution, dated in Toledo on October 20, 2026, is signed by the managing director, Sagrario de la Azuela Gómez, and bears the official reference 2026/7642.

The designation is supported by Decree 89/2005, of July 29, on the Provision of Care-Based Headships of Sescam, a regulation that governs the selection system for positions of maximum clinical responsibility in the hospitals and managements of the regional health service. The appointment is therefore part of the ordinary procedure for the provision of care headships, and not a political free-appointment designation.

A prior call and a binding proposal

The Specialized Care Management of Toledo approved the call to fill this headship through a resolution dated June 2, 2026, published in DOCM number 108, of June 10, and had the prior authorization of the General Directorate of Human Resources and Transformation of Sescam.

The resolution now published incorporates the proposal submitted by the Evaluation Commission, which, according to base 7.2 of the call, is binding. The managing director resolves by virtue of the powers attributed to her by section eight, number 9, letter b), of the Resolution of the Sescam Management Directorate on the delegation of powers of November 20, 2023, published in DOCM number 233, of December 5.

Four-year term and continuity evaluation

The appointment complies with the eighth base of the call and articles 9.1 and 11.1 of Decree 89/2005, under the following conditions:

• Duration of four years from the date of taking office.
• At the end of the period, the holder will be evaluated for the purpose of their continuity in the position.
• To opt for continuity, they must express their will to remain in office with a minimum notice of three months.

Taking office and means of appeal

The ninth base of the call sets a period of one month, starting from the day following the publication of the resolution in the DOCM, for taking office in the position.

Against the resolution, which exhausts the administrative route, two paths are available:

• Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Toledo, within two months from the day following publication, pursuant to Article 14.2 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.
• Optional appeal for reversal before the Management Directorate of Specialized Care of Toledo, within one month, according to Articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Relevance

The filling of the head of Geriatrics position consolidates the healthcare structure of the Management of Specialized Care of Toledo in an area particularly exposed to population aging and the demand for long-term specialized care. The procedure followed, featuring a public call, a binding report from the Assessment Commission, and a fixed mandate with evaluation, subjects the position to regulated merit criteria and jurisdictional control, allowing the interested party and third parties to challenge the appointment within the deadlines set in the resolution itself.
