Final green light for the rezoning of POL L-31 of the Automobile Barracks

The Local Government Board of the City Council of A Coruña has definitively approved the reparceling project for the POL L-31 “Cuartel de Automóbiles” polygon of the municipal PXOM and gave the green light to the extinction and liquidation of the agreement signed in 2009 with INVIED O.A., the autonomous body of the Ministry of Defense. The agreement was adopted in the ordinary session of October 14, 2026, and is published in the Official Gazette of the Province of A Coruña (BOP) no. 203, of October 23, 2026, under announcement number 2026/6844, in the Local Administration section.

Definitive approval after the allegations process

The file has just completed the public information process. The Government Board took note of the municipal report dated 09.29.2026, which responds to the allegations submitted during that period, and incorporated it into the agreement as motivation, for the purposes provided for in article 88.6 of Law 39/2015. On that basis, it definitively approved the document titled “Reparceling Project of POL L-31 ‘Cuartel de Automóbiles’ of the PXOM of A Coruña,” in accordance with the documentation contained in the file.

The approval was initially subject to a suspensive condition: the acceptance and signature of the liquidation agreement by INVIED O.A. together with the City Council. This condition has already been lifted, according to the announcement itself, because the extinction and liquidation agreement was signed by the representatives of both entities on 10.19.2026.

Liquidation of the 2009 agreement and cost distribution

The agreement that is now being extinguished was signed on July 15, 2009, between the City Council of A Coruña and the Defense Infrastructure and Equipment Management, now INVIED O.A. The municipal liquidation proposal approved by the Government Board appears as an annex to the agreement, with CSV 1532 6E19 1S62 3S1G 0LXW.

The essential points of the agreement are as follows:

• Definitive approval of the reparceling project of POL L-31, with the incorporation of the liquidation document into the file once formalized.
• Transfer to the drafting team for the definitive adaptation of the project, limited to incorporating the determinations derived from the liquidation.
• Assumption by the City Council of the urbanization costs corresponding to INVIED O.A., based on the resulting plot awarded to that entity.
• Guarantee that the adaptation does not alter the rest of the determinations, the equidistribution criteria, the awards, nor the valuations of the initially approved project.
• Powers granted to the Mayor-Presidency to sign the liquidation agreement and carry out the necessary procedures.
• Notification of the agreement to INVIED O.A., the persons who filed allegations, and the interested municipal services.

Deadlines for appeal

The agreement ends the administrative route. Against it, one may:

• Appeal for reversal within a maximum period of one (1) month from the receipt of the notification or from the publication, pursuant to article 220.2.c) of Decree 143/2016, of September 22, which approves the Regulation of Law 2/2016, on the land of Galicia.
• Contentious-administrative appeal within a maximum period of two (2) months before the corresponding chamber of the High Court of Justice of Galicia, according to article 46 of Law 29/1998, of July 13.

The announcement is signed in A Coruña, on October 20, 2026 by José Manuel Lage Tuñas, delegated councilor responsible for the Area of Economy and Strategic Planning, by Mayoral decree DEC/AYT/5900/2026, of 28.07.2026 (BOP no. 146, of 04.08.2026).

The decision unlocks an urban area pending for more than fifteen years and closes the economic dispute with the Ministry of Defense: the City Council assumes the urbanization of the plot corresponding to INVIED O.A. and the project is ready for its final adaptation, a previous step to the execution of the works and the materialization of the polygon’s developments.
