Green light for the Las Casicas photovoltaic plant in Los Montesinos

The Territorial Service of Industry, Energy and Mines of Alicante has granted Fastighetsbyran Torrevieja, SL the prior administrative authorization, the administrative construction authorization, and the approval of the decommissioning and land restoration plan for the «Las Casicas» photovoltaic plant, located in the municipality of Los Montesinos (Alicante), including its evacuation infrastructure. The resolution, dated September 3, 2026, is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10460, of September 28, 2026, section III, with the official reference DOGV-C-2026-29769. The installation has an installed capacity of 0.49695 MW and a nominal inverter capacity of 0.5 MWn.

The file, processed under number ATALFE/2023/14/03, began with the application submitted by the company on August 3, 2023, to the electronic registry of the Generalitat Valenciana, with registration number GVRTE/2023/3362891. As it concerns a photovoltaic plant on non-urbanizable land with a capacity equal to or less than 10 MW, the procedure is governed by Decree-law 14/2020, of August 7, of the Consell, and is processed via the urgent route, with deadlines reduced by half. The resolution is signed by Sara Blanes Bas, head of the Territorial Service of Industry, Energy and Mines of Alicante.

Three years of processing and two public information periods

The project underwent two public information periods. The first was announced in the DOGV of April 11, 2024, and in the Official Gazette of the Province of Alicante of March 15, 2024, with a display on the notice board of the Los Montesinos City Council between March 18 and April 11, 2024. The second, limited to the modified evacuation line, was published in the DOGV of June 9, 2026, and in the Official Gazette of the Province of Alicante of May 29, 2026.

In neither of the two processes were any allegations presented nor did any interested parties appear. However, statements from other administrations are on record:

• The Los Montesinos City Council reported against it on March 13, 2024, without justifying the reasons, and issued a non-binding report on April 30, 2024, with unfavorable assessments regarding landscape and territorial matters.
• The Irrigation Community of Riegos de Levante Margen Derecha del Río Segura expressed its generic opposition to the wiring along the service road, without technically proving the impossibility of execution.
• The General Directorate of Natural and Animal Environment reported favorably on March 22, 2024.
• The services of Territorial Risk Management, Territorial Planning, and Landscape issued favorable reports on May 15 and September 3, 2024.
• i-DE Redes Eléctricas Inteligentes, SAU and Naturgy Iberia, SA did not respond to the requests.

Technical characteristics of the installation

The plant will occupy plot 148 of polygon 1 of Los Montesinos, with a fenced enclosure of 7,218 m² and 2,386 m² of surface area occupied by modules. The generator field consists of 990 monofacial monocrystalline silicon modules of 505 Wp, with a structure fixed by direct driving into the ground, and five 100 kWn inverters. Evacuation is carried out via a 20 kV underground line of 2 x 220 meters to the junction with the 20 kV 03-Rellana line of the ST Rojales, between supports 323006 and 323005, owned by i-DE Redes Eléctricas Inteligentes, SAU; the connection point affects the Rojales (220 kV) transport node.

The global execution budget amounts to 292,707.17 euros, of which 132,616.65 euros correspond to the infrastructure that will be transferred to the network operator. The decommissioning and restoration plan is budgeted at 24,303.71 euros, an amount that the owner must deposit as a financial guarantee with the Agencia Tributaria Valenciana before requesting the provisional operating authorization.

Conditions, deadlines, and resources

The authorization incorporates the conditions of the environmental and landscape reports: maintain existing vegetation and the trees on the northeast boundary, remove the panels on the east side near the dwelling to leave a vegetative transition zone, prioritize permeable surfaces, install panels with minimum reflectivity, and hunting-friendly fencing. The underground line must comply with the regulatory distances for parallelisms and crossings with the irrigation pipelines of the irrigation community.

The execution period for the works is 18 months from the day following the notification of the resolution, extendable for justified reasons. The municipal urban fee is equivalent to 2% of the material execution budget. Against the resolution, which does not exhaust the administrative route, an appeal for reversal may be filed before the Dirección General de Energía y Minas within one month.

The authorization consolidates a small-power installation that had been in processing for more than three years and was forced to redesign its evacuation line due to the change in conditions imposed by the distributor. The project is not subject to an environmental impact assessment according to Law 21/2013, of December 9, and its commissioning is conditional upon the establishment of the decommissioning guarantee and the obtaining of the operating authorization.
