Luxembourg ratifies NATO accord on third-state missions' status

The Grand-Duchy of Luxembourg has ratified the 1994 agreement on the status of missions and representatives of third States accredited to the North Atlantic Treaty Organization (NATO), and the accord entered into force for Luxembourg on 14 July 2026. The ratification was announced by the Federal Public Service Foreign Affairs, Foreign Trade and Development Cooperation in the Moniteur belge of 24 August 2026 (196th year, No. 189, p. 46034), under reference C-2026/006231.

The instrument of ratification was deposited with the Belgian Federal Public Service on 14 July 2026, in accordance with Article 3, paragraph (a) of the Agreement. The deposit was made through the Belgian authority that acts as depositary for the accord, which was originally signed in Brussels on 14 September 1994.

A 1994 framework for diplomatic missions

The Agreement on the Status of Missions and Representatives of Third States to NATO was concluded in Brussels on 14 September 1994 to regulate the legal standing of diplomatic missions and their personnel sent by non-member States to the Alliance’s headquarters. It was first published in the Moniteur belge of 21 October 1997.

The accord establishes the privileges, immunities and operational conditions under which third-country missions operate in the host State, providing a common legal basis for the many partner nations that maintain representation at NATO without being full members.

Ratification procedure and entry into force

Under the terms of the Agreement, each signatory State ratifies the instrument and deposits it with the depositary, after which the accord takes effect for that State. For Luxembourg, the deposit was completed on 14 July 2026, and the Agreement entered into force for the Grand-Duchy on the same date.
